Congress quietly strips right-to-repair provisions from 2026 NDAA despite wide support
Despite its popularity and broad bipartisan support, right-to-repair provisions that would have given service members the ability to fix their own equipment in the field were stripped from the compromise version of the 2026 defense policy bill after industry pushback.
The House’s Data-as-a-Service Solutions for Weapon System Contracts provision, which would have required DoD to negotiate access to technical data and necessary software before signing a contract, was removed from the final text of the annual legislation released over the weekend. The Senate’s provision requiring contractors to provide the military with detailed repair and maintenance instructions was dropped from the bill as well.
Instead, the legislation requires the Defense Department to develop a digital system that would track and manage all technical data and verify whether contractors and subcontractors comply with contract requirements related to technical data. The compromise version of the bill also requires DoD to review all existing contracts to determine what contractors were required to deliver and what data DoD can access.
“It’s almost completely meaningless relative to ‘right to repair.’ It only addresses cases in which the contractors have failed to deliver or make available the data that is already in their contracts. It doesn’t address in any way whether the contracts themselves are sufficient to support service members’ right to repair,” Greg Williams, director of the Center for Defense Information at the Project on Government Oversight, told Federal News Network.
While this is not the first time Congress has stripped right-to-repair language from the National Defense Authorization Act, the 2026 defense policy bill is likely the most high-profile attempt to block the reform — this year, the proposal had gained momentum and wide support from the Trump administration, the House and Senate, and senior DoD leaders.
But defense lobbyists pushed back against the reform during the conference process. The National Defense Industrial Association, for example, said these bipartisan efforts would “hamper innovation and DoD’s access to cutting-edge technologies by deterring companies from contracting with the DoD.”
Eric Fanning, former secretary of the Army and CEO of the Aerospace Industries Association, said the right to repair provisions would “cripple the very innovation on which our warfighters rely.”
“Given that we had support in the House and the Senate on a bipartisan basis, and we had the support of the Trump administration and the secretary of Defense, I don’t know how to interpret this, other than to say that industry prevailed in their influence over Congress, and the NDAA now reflects the interests of the business community instead of the American taxpayers and service members,” Williams said.
For years, the military has struggled with contract-imposed restrictions on repairing and maintaining its own equipment and weapons, forcing it to rely on original manufacturers to conduct necessary fixes in the field, which is costly and time-consuming.
Army Secretary Dan Driscoll, for example, has become an outspoken critic of large defense companies — he previously said that defense contractors have “conned the American people and the Pentagon and the Army.” Driscoll recently highlighted a Lockheed Martin Black Hawk helicopter part that costs the Army $47,000 to replace because the manufacturer refuses to fix a control knob the Army could make for $15.
Sen. Elizabeth Warren (D-Mass.) and Sen. Tim Sheehy (R-Mt.) said in a statement they “support the Pentagon using the full extent of its existing authorities to insist on right to repair protections when it purchases equipment from contractors.”
Williams said while this is the chance for the Pentagon to exercise its existing authorities, without legislation that enforces consistency, it’s very unlikely that contracting officers will be able to effectively implement right to repair across thousands of contracts.
“I don’t want to let the Pentagon off the hook either. I believe that if Defense Secretary Pete Hegseth made this a high priority, he could ensure that we acquire adequate data. But he would have to make sure that every contract officer on every contract was way more diligent than they have been up to this point,” Williams said.
For now, the right-to-repair effort is likely stalled until next year. Lawmakers will vote on the NDAA one more time before it is sent to President Donald Trump for his signature.
“We will keep fighting for a common-sense, bipartisan law to address this unnecessary problem,” Warren and Sheehy said.

New CFTC Crypto Initiative: Bitcoin, Ethereum, To Serve As Collateral In Derivatives Trading
Caroline Pham, the acting chair of the US Commodity Futures Trading Commission (CFTC), has announced the launch of a pilot program allowing Bitcoin (BTC), Ethereum (ETH), and USD Coin (USDC) to be utilized as collateral in US derivatives markets.
New CFTC Guidance For Crypto
The pilot program was unveiled on Monday, accompanied by new guidance regarding the use of tokenized collateral. The CFTC’s Market Participants Division, Division of Market Oversight, and Division of Clearing and Risk outlined their stance on tokenized assets in today’s announcement, emphasizing that the agency’s regulations are technology-neutral.
Key topics covered in the guidance include eligible tokenized assets, legal enforceability, custody arrangements, valuation methods, and operational risks. The new directives also encompass tokenized real-world assets (RWAs), like US Treasury securities and money market funds.
In a move designed to provide regulatory clarity, the CFTC issued a no-action position regarding certain requirements for Futures Commission Merchants (FCMs) that accept non-securities crypto assets as customer margin collateral or that hold stablecoins in segregated accounts.
This position aims to promote a clearer understanding of the application of segregation and capital requirements for FCMs integrating digital assets into their operations.
CFTC Withdraws Outdated Advisory
Under this pilot program, FCMs will be permitted to accept BTC, ETH, and USDC as margin collateral for an initial three-month period. During this time, the firms must provide weekly reports on the amount of digital assets held in customer accounts, detailing each asset type.
Additionally, they are required to inform CFTC staff of any significant issues that arise concerning the use of these digital assets as collateral.
The CFTC has also withdrawn Staff Advisory No. 20-34, which previously restricted FCMs from accepting cryptocurrencies as customer collateral.
The statement asserts that the advisory had become outdated due to the substantial advancements in the digital asset landscape and the enactment of the GENIUS Act, making it no longer relevant. Acting Chair Pham emphasized the importance of these changes, stating:
Under my leadership this year, the CFTC has led the way forward into America’s Golden Age of Innovation and Crypto. This imperative has never been more important given recent customer losses on non-U.S. crypto exchanges. Americans deserve safe U.S. markets as an alternative to offshore platforms.”
Pham added that the initiative to allow spot crypto trading on CFTC-registered exchanges and the establishment of a digital assets pilot program set clear guardrails for protecting customer assets, while enhancing the monitoring and reporting capabilities of the CFTC.
Through these initiatives, Pham aims to provide regulatory clarity for tokenized collateral related to real-world assets and respond to the needs of the broader cryptocurrency market.

In remarks made on December 4, US Securities and Exchange Commission (SEC) Chair Paul Atkins expressed an optimistic outlook for the cryptocurrency industry. Atkins emphasized the SEC’s intent to modernize its rules to facilitate an on-chain market environment, leveraging distributed ledger technology and the tokenization of financial assets.
SEC Chair Advocates For Crypto Tokenization
Atkins highlighted the transformative potential of these technologies for the capital markets. He stressed that enhancing these markets is essential for US firms and investors to maintain their leadership on a global scale.
The chair underscored that the advancements in blockchain technology could streamline not only trading processes but also the entire issuer-investor relationship, which would enable a more efficient and transparent financial ecosystem.
Tokenization, according to Atkins, goes beyond merely changing the mechanics of trading. He pointed out that it can foster direct connections for various important functions such as proxy voting, dividend payments, and shareholder communications, all while reducing the reliance on multiple intermediaries.
In his address, Atkins acknowledged several innovative models that deserve consideration. He noted that some companies are directly issuing equity on public distributed ledgers in the form of programmable assets.
These assets can integrate compliance features, voting rights, and governance capabilities, allowing investors to hold securities in a digital format that promotes transparency and reduces the number of intermediaries involved.
Additionally, he mentioned that third parties are engaging in the tokenization of equities by generating on-chain security entitlements that represent ownership stakes in traditional equities.
The emergence of synthetic exposures—tokenized products designed to reflect the performance of public equities—was also highlighted. While many of these offerings are currently being developed offshore, they showcase the international interest in US market exposure supported by distributed ledger technology.
Atkins Critiques Past SEC Strategies
However, Atkins cautioned that transitioning to on-chain capital markets entails more than just issuance. He stated that it is essential to address various stages of the securities transaction lifecycle effectively.
For instance, if tokenized shares cannot be traded competitively in liquid on-chain environments, they risk becoming little more than conceptual assets without practical utility.
The chair also criticized the previous SEC’s approach toward the crypto industry under the agency’s former chair Gary Gensler, which attempted to adapt to on-chain markets through an expansive redefinition of “exchange.”
This earlier strategy enforced a broad regulatory framework that ultimately created uncertainty and stifled innovation, Atkins stated. He said that it is vital to avoid repeating such mistakes in order to stimulate innovation, investment, and job creation in the United States.
To foster a conducive environment for growth, Atkins called for compliant pathways that can enable market participants to capitalize on the unique benefits of new technologies like crypto.
In light of this conviction, he has instructed SEC staff to explore recommendations for utilizing the agency’s exemptive authorities, permitting on-chain innovations while the Commission works toward developing long-term, effective crypto regulatory frameworks.

Spot Crypto Assets Get Nod For Trading On CFTC-Registered Futures Exchanges
The US Commodity Futures Trading Commission (CFTC) announced on Thursday that spot crypto asset contracts will soon be available for trading on futures exchanges that are registered with the agency, aligning with the positive regulatory changes championed by President Donald Trump’s administration.
Crypto Sprint Progress
The CFTC disclosed that this recent decision follows recommendations from the President’s Working Group on Digital Asset Markets and insights gathered from the CFTC’s Crypto Sprint initiative, as well as collaborative efforts with the Securities and Exchange Commission (SEC).
Acting CFTC Chairman Caroline Pham highlighted the importance of providing Americans with access to safe and regulated markets, stating, “Recent events on offshore exchanges have shown us how essential it is for Americans to have more choice and access to safe, regulated US markets.”
In addition to the introduction of spot trading, the Crypto Sprint initiative includes measures to enable tokenized collateral—such as stablecoins—within derivatives markets.
The CFTC also plans to implement regulatory updates to facilitate the use of blockchain technology in various operational areas, including collateral, margin, clearing, settlement, reporting, and recordkeeping.
Historic Shift In CFTC’s Digital Asset Trading Move
Market expert MartyParty on social media stated that this latest move is an historic decision that will empower retail and institutional traders to buy, sell, and leverage crypto assets directly on CFTC-registered exchanges. MartyParty further noted:
It’s the culmination of years of regulatory groundwork, including a joint SEC-CFTC statement clarifying that existing laws already permit such trading on registered venues.
Pham remarked on the collaborative efforts of the administration, stating that President Trump’s leadership has fostered a comprehensive plan for the US to reclaim its status as a global leader in digital asset markets. As she noted, “The CFTC has a central role to play” in this initiative.

Two big opportunities are on the horizon for veterans: one to land a job, another to launch a business
Interview transcript
Terry Gerton I want to start with a big picture question because the last few months of downsizing in the federal workforce and the ramifications that has had on contractor workforces have really had a significant impact on military veterans and military spouses. Can you help us understand why those groups are so vulnerable in those particular sectors to downsizing.
Dan Clare Absolutely. I mean, veterans comprise a large percentage of the federal workforce. There is some preference given to disabled veterans, veterans who have certain decorations from their service if they’ve been on campaigns and things like that. And there are federal set-asides as well for government contractors. There’s a lot of disabled veterans, particularly, who are working for the federal government. And those folks, some of them faced a fork in the road — some of them have been furloughed for a long period of time, some of them are looking for different career opportunities now that the government doesn’t seem maybe as steady as it used to be. So we’re hearing from a lot of veterans who [are] just looking at other opportunities, basically. And some of them have been without work for a good while. So we are helping them out. And then on the contracting side, both as employees and as business owners, veterans are disproportionately affected by interruptions in contracts, by government shutdowns, all those sorts of things.
Terry Gerton And the federal government had a special hiring authority for military spouses, correct?
Dan Clare It’s a great question because military spouses are always disadvantaged, they’re always sacrificing for our country alongside their loved one, whether that be a man or woman. And those folks, the portability of their careers is very important to them. So for them, having opportunities in employment, having opportunities to have a business that they can take with them as they go along their journey, those are both very important things for them.
Terry Gerton How is DAV engaged in the veteran employment space? That might not be the first place that folks would expect the Disabled American Veterans Group to be involved.
Dan Clare You would think, but you know going back a hundred years — DAV has been around for a long time — that was one of the original issues that we faced from World War I veterans coming home. Veterans who are changed as a result of their service — they’re at a disadvantage sometimes when they’re looking for jobs, so … we’ve always advocated for employment opportunities, program services for veterans, but this is a chance for us to connect veterans directly with employers who want to hire them, who recognize the unique skills and talents that they bring. So we’re so proud as an organization to be able to partner with these employers who recognize that value and they’re making it a serious effort to hire and retain veterans.
Terry Gerton What are some of the lessons you’re learning through that involvement about today’s employment market? What are big opportunities? What are employers looking for and how do veterans fit in?
Dan Clare Well, I think one of the things we tell veterans frequently is that you’re in military service and you might have a job specialty or an occupational specialty that doesn’t seem like it translates particularly well to civilian life. Some do. You know, if you’re a firefighter in the military, being a firefighter or a crash rescue guy on the civilian side lines up pretty nice. But we find that there are a lot of soft skills and real talent and job experiences that veterans have that help them out a lot. So we’re talking to all industries right now when we’re talking about our employers. And there are so many different positions that they offer and so many different talents that veterans bring. I mean, people think about maintenance, aircraft maintenance, they think about logistics, but there’s great management opportunities. There’s people who’ve worked with budgets in an operational environment. There’s all kinds of different reasons why veterans are uniquely suited to be resilient as job searchers.
Terry Gerton I’m speaking with Dan Clare. He’s chief communications and outreach officer at the Disabled American Veterans. Dan, DAV is hosting a nationwide virtual job fair next week. Tell us about that.
Dan Clare It’s a virtual career fair. These are awesome events. You’re going to find some great opportunities there. We have AT&T, Department of Energy, Wells Fargo, Border Patrol, Discount Tire. Those are some of the top level companies who we think of, you know, they have names that are pretty recognizable to most of us, but there are a lot of other employers who are gonna be there. And as a veteran or spouse who is looking for a job, you might think, well, I’m not gonna work in the waste management industry because I’m disabled and for me, hiking trash cans isn’t gonna be a career for me. But you have to recognize that all of those companies have different opportunities and different positions within them that might be a perfect fit for a veteran’s experiences so far.
Terry Gerton What helpful hints would you have for veterans and military spouses who are interested in participating? How can they best prepare?
Dan Clare Well, I mean, having a good resume is very important. If you’re going in advance and looking at the job fair, there’s a page there. You can look at the types of positions that are out there and kind of earmark some opportunities specifically. And if you can, you can then tailor a resume a little bit more towards what the requirements are of that position. So those are important things. Veterans know how to dress nice, fortunately. So we have that going for us. You should look great going into it. And then developing a little bit of a pitch for yourself, an elevator pitch, where you say, this is who I am, this is what I’m about professionally, this is the kind of opportunity that I’m looking for, and this is what I hope to do through that opportunity for the company I work for … That’s some of the advice that we’re giving veterans to prepare.
Terry Gerton And not every veteran wants to work for someone else. Many of them want to start their own business. And DAV has a program, the Patriot Boot Camp, to help veterans understand how to start a business. Tell us about that.
Dan Clare It’s an incredible program. It’s cohort based, it’s two and a half days of very intensive training … you’re going be able to talk and interact with people about funding, which is one of the biggest, biggest shortfalls for veterans as entrepreneurs. We’re gonna talk about team building, sales, marketing, branding, and you’re gonna get mentorship. You’re going to get about four hours of mentorship with CEO-level professionals who can help you and they’re driven because they wanna help you avoid making the mistakes that they might have made earlier in their careers. And these people will fly across the country to be there with us. Our next event is Feb. 11 through 13 in Myrtle Beach. And I encourage people to travel for these events because sometimes as an entrepreneur, when you’re closer to home, it’s impossible to avoid some of the details and things that you need to work on for your venture. So Feb. 11th through 13, this is a free opportunity. And we want to get as many veteran entrepreneurs and spouses involved as possible.
Terry Gerton Do you give folks a real taste of the challenges of entrepreneurship? I mean, it’s not the easiest way to move forward.
Dan Clare No, it’s extremely risky. By definition, being an entrepreneur is being a risk-taker, and we recognize that. And we recognize, too, not all these ventures are going to succeed. But the veterans having the experience, getting involved — we find they’re naturally resilient, they’re creative. They’re good at strategy, good at planning. There are just some areas every veteran entrepreneur seems to have where they’re an A+ across the board. And then when it comes to marketing or sales, maybe they’re a D-. So we can address that there. And also they walk away with the community. Each cohort is its own network. And that includes all of the mentors who participate. So we’re really excited. What this does to transform a veteran’s life and make them someone who hires people is extremely exciting for us. And we’re always looking for mentors, always looking for veterans who want to get involved. And it’s extremely meaningful to be involved with.
Terry Gerton What message do you have for employers or business leaders who want to get involved from the hiring side in these activities?
Dan Clare I mean, it’s accessible to you too. Hiring veterans, the people who come to these career fairs, we have them there all the time. Tons of veterans coming through all the times. They tell us that the value is there. The reason why they’re there isn’t — I mean yes, they wanna do the right thing, they’re patriotic, they believe it’s right thing for America to hire veterans — but they’re also making a good deal. They’re finding people who are already trained or trainable. They’re finding people who are disciplined, who show up on time. They find people who’re great team workers and abnormally loyal to companies and institutions that they get involved with. I mean, it makes good business sense for you to hire veterans. If you visit our website, jobs.dav.org, we have an employer resource there where you can kind of validate that decision or make that decision if you want. We have a recognition program called the Patriot Employers Program. That you can access where we’re actually going to help you recruit because you’re going to be able to show veterans with a digital seal that it’s something that you’re focused on. So there are a lot of great ways to get involved. Hiring veterans is good for you and it’s good for our country.

Fixing a Milltronics ML15 CNC Lathe Despite the Manufacturer’s Best Efforts
When you’re like [Wes] from Watch Wes Work fame, you don’t have a CNC machine hoarding issue, you just have a healthy interest in going down CNC machine repair rabbit holes. Such too was the case with a recently acquired 2001 Milltronics ML15 lathe, that at first glance appeared to be in pristine condition. Yet despite – or because of – living a cushy life at a college’s workshop, it had a number of serious issues, with a busted Z-axis drive board being the first to be tackled.

The identical servo control board next to it worked fine, so it had to be an issue on the board itself. A quick test showed that the H-bridge IGBTs had suffered the typical fate that IGBTs suffer, violently taking out another IC along with them. Enjoyably, this board by one Glentek Inc. did the rebranding thing of components like said IGBTs, which made tracking down suitable replacements an utter pain that was eased only by the desperate communications on forums which provided some clues. Of course, desoldering and testing one of the good IGBTs on the second board showed the exact type of IGBT to get.
After replacing said IGBTs, as well as an optocoupler and other bits and pieces, the servo board was good as new. Next, the CNC lathe also had a busted optical encoder, an unusable tool post and a number of other smaller and larger issues that required addressing. Along the way the term ‘pin-to-pin compatible’ for a replacement driver IC was also found to mean that you still have to read the full datasheet.
Of the whole ordeal, the Glentek servo board definitely caused the most trouble, with the manufacturer providing incomplete schematics, rebranding parts to make generic replacements very hard to find and overall just going for a design that’s interesting but hard to diagnose and fix. To help out anyone else who got cursed with a Glentek servo board like this, [Wes] has made the board files and related info available in a GitHub repository.

Testing shows Apple N1 Wi-Fi chip improves on older Broadcom chips in every way
This year’s newest iPhones included one momentous change that marked a new phase in the evolution of Apple Silicon: the Apple N1, Apple’s first in-house chip made to handle local wireless connections. The N1 supports Wi-Fi 7, Bluetooth 6, and the Thread smart home communication protocol, and it replaces the third-party wireless chips (mostly made by Broadcom) that Apple used in older iPhones.
Apple claimed that the N1 would enable more reliable connectivity for local communication features like AirPlay and AirDrop but didn’t say anything about how users could expect it to perform. But Ookla, the folks behind the SpeedTest app and website, have analyzed about five weeks’ worth of users’ testing data to get an idea of how the iPhone 17 lineup stacks up to the iPhone 16, as well as Android phones with Wi-Fi chips from Qualcomm, MediaTek, and others.
While the N1 isn’t at the top of the charts, Ookla says Apple’s Wi-Fi chip “delivered higher download and upload speeds on Wi-Fi compared to the iPhone 16 across every studied percentile and virtually every region.” The median download speed for the iPhone 17 series was 329.56Mbps, compared to 236.46Mbps for the iPhone 16; the upload speed also jumped from 73.68Mbps to 103.26Mbps.
