Vietnam Begins 5-Year Crypto Licensing Pilot To Regulate Exchanges

Vietnam has launched a pilot program to license cryptocurrency exchanges, aiming to bring the rapidly growing market into a formal legal framework after years of regulatory uncertainty.

Vietnam’s Crypto Licensing Pilot Begins

On Tuesday, Vietnam began its pilot licensing regime to officially regulate crypto trading platforms in the country for the first time, in an effort to gradually move the sector from the shadows into a properly supervised framework under the local financial authorities.

According to local reports, the Ministry of Finance issued Decision No. 96/QD-BTC on January 20, introducing procedures necessary for the implementation of Government Resolution No. 05/2025/NQ-CP.

The three new administrative procedures cover the issuance, modification, and revocation of licenses for entities operating crypto asset trading platforms. The Ministry announced that it began accepting applications from businesses seeking to offer crypto asset trading services.

For context, the country’s cryptocurrency market lacked a clear legal framework, existing in an unsupervised, “gray area.” Last year, the National Assembly passed the “Law on Digital Technology Industry,” which took effect on January 1, 2026, to create a foundation for authorities to develop suitable management policies.

In September, Vietnam’s Deputy Prime Minister Ho Duc Phoc signed Government Resolution No. 05/2025/NQ-CP, allowing a five-year pilot program for the issuance and trading of crypto assets.

As reported by Bitcoinist, under Resolution No. 05, organizations seeking to provide services for crypto trading markets must be registered with the financial authorities and fully comply with a strict set of rules, including a minimum contributed charter capital of VND10 trillion, worth around $380.66 million.

Notably, at least 65% of the charter capital must be held by institutional investors, with more than 35% contributed by at least two institutions such as commercial banks, securities companies, fund management companies, insurance companies, or technology enterprises.

The general director must have at least two years of experience in finance, while the CTO must have at least five years of experience in information technology. Moreover, firms must hire at least 10 technology staff with cybersecurity certificates and at least 10 staff with securities practice certificates working in other departments.

Financial Institutions Dive Into Digital Assets

Following the issuance of Resolution No. 05, major financial players, including securities companies and banking institutions, have announced their intention to participate in the pilot and enter the sector, noted the report.

In June, two SSI’s subsidiaries, SSI Digital Technology JSC and SSI Asset Management Company Limited, signed Memorandums of Understanding with Tether, U2U Network, and Amazon Web Services to develop a digital financial ecosystem in Vietnam based on blockchain and cloud computing platforms.

In addition, VIX Securities contributed capital to establish the VIX Crypto Asset Exchange and partnered with tech giant FPT Corp. to prepare its technology infrastructure.

Meanwhile, the banking sector saw MBBank enter a technical cooperation agreement with Dunamu, the operator of the Korean exchange Upbit, to establish a crypto exchange in Vietnam while jointly developing the legal framework and investor protection mechanisms.

Techcombank also established the Techcom Crypto Asset Exchange with a charter capital of several hundred billion VND. Similarly, VPBank stated it is fully prepared to begin operations as soon as it receives regulatory approval.

Where Does Hyperliquid (HYPE) Stand Now? A Deep Dive Into Key Metrics Post-2025

After a tumultuous conclusion to 2025, characterized by heightened volatility and the impactful October 10 crypto crash, Hyperliquid (HYPE), one of the market’s largest decentralized exchanges (DEXs), faced significant challenges as it entered 2026. 

With less than two weeks remaining in January, market research firm GLC released an interesting report assessing Hyperliquid’s current standing and evaluating its recovery metrics.

Post-October 10 Downturn

The report highlights that Hyperliquid’s trading volume and open interest suffered a considerable decline following the liquidation event on October 10, marking the onset of a downtrend for the platform. 

Since that date, trading volume has decreased by 44.3%, dropping from $10.17 billion to $5.66 billion. Open interest has also experienced a decline of 35.7%, falling from $14.75 billion to $9.48 billion. 

However, there are signs of recovery. Notably, since December 1, 2025, trading volume on the platform has seen a slight decrease of 3.2%, while open interest has surged by 45.6%.

Year-to-date metrics reveal a more optimistic picture: trading volume has increased by 59.2%, rising from $3.56 billion to $5.66 billion, and open interest has grown by 24.7%, going from $7.60 billion to $9.48 billion. 

While open interest has started to recover since the October event, trading volume has not rebounded at the same rate. This disparity has caused the volume-to-open interest (OI) ratio to decline from 0.90 on December 1 to 0.60 as of mid-January, likely due to decreased market volatility, which has dampened trading activity.

Despite these challenges, there is a positive trend indicating that traders are beginning to open larger positions on Hyperliquid, and the recovery in volume on a year-to-date basis is promising. 

The report suggests that open interest is a more reliable indicator of trader confidence and long-term positioning, while trading volume tends to be influenced by broader market conditions. Although current metrics remain below pre-October 10 levels, the trend indicates that recovery is underway.

Will 2026 Mark A Surprising Resurgence For Hyperliquid?

The recent volume and open interest data are said to be bullish, with the 7-day average volume increasing by over 130% year-to-date, primarily driven by one active deployer, XYZ, which accounts for roughly 80% of that volume. The 7-day average open interest has also risen by more than 60%.

Moreover, Hyperliquid is regaining market share from centralized exchanges (CEXs) as seen in the chart below, with its open interest currently representing about 14.6% of Binance’s, gaining momentum against platforms like Bybit and OKX.

Another key factor that could further contribute to the platform’s recovery this year is the rollout of portfolio margin. Currently live on testnet, this feature will enable traders to borrow and lend against their collateral, unlocking numerous new use cases. 

Historical evidence from other exchanges, such as Bybit, suggests that introducing portfolio margin can be a significant growth catalyst, potentially translating to a substantial increase in trading volume for Hyperliquid.

Overall, core metrics are gradually improving, and several catalysts lie ahead, such as the growing adoption of equity perpetuals and the introduction of portfolio margin. GLC’s report asserts: 

…If improving market conditions are combined with the catalysts outlined above, and potentially another S3 season bringing in new traders, Hyperliquid will surprise the market once again.

At the time of writing, the platform’s HYPE token is trading at around $21.84. This represents a significant 9% retracement within the last 24 hours alone, placing the altcoin 63% below its all-time high of $59.30.

Crypto Regulation: Nigerian SEC Raises Capital Requirement For Exchanges To N2 Billion

Nigeria, Africa’s most populous nation, is paying vast attention to its rapidly developing cryptocurrency industry marked by a string of new regulations. In the latest development, the Nigerian Securities and Exchange Commission (SEC) has shared a revised minimum capital for all regulated market entities, including operators in the digital asset market.

Nigerian Regulator Hikes Minimum Capital For Crypto Exchanges By $1.05M

On January 16, 2026, the Nigerian SEC released a circular communicating changes in the minimum capital (MC) requirements for major financial entities, namely: core and non-core capital market operators, market infrastructure institutions, capital market consultants, financial technology (FinTech) operators, virtual asset service providers (VASPs), and commodity market intermediaries. 

The securities regulator has explained that the revised MC framework is to boost operational resilience, align capital adequacy, promote market stability, and support innovation in nascent market segments such as the cryptocurrency industry. 

In relation to VASPs, the minimum capital for digital asset exchanges (DAX) and digital asset custodians has been increased from N500 million ($352,000) to N2 billion ($1.4 million).  Meanwhile, all digital assets offering platforms (DAOP) responsible for issuance and primary sale of digital assets to the public are expected to meet a capital threshold of N1 billion ($704,111). 

Notably, the Nigerian SEC’s new circular expands its recognition of multiple VASPs that had been operating in a regulatory void. These include the ancillary virtual assets service providers (AVASPs) who provide auxiliary services such as blockchain analytics tools, etc who are now mandated to operate with a minimum capital of N300 million ($211,200).

Under the new regime, the base capital requirements for both digital assets intermediary (DAI) and digital assets platform operators (DAPO) have also been placed at N500 million ($352,000). In new additions, real-world assets tokenization and offering platforms (RATOP) now have a set minimum capital requirement of N1billion ($704,111). 

According to the SEC, all concerned entities are advised to comply with the new regime on or before June 30, 2027, as failure to do so will result in penalties, including suspension or withdrawal of registration, as determined by the Commission.

Nigeria Government Increases Focus On Crypto Industry

Aside from the SEC’s recent circular, other developments indicate that the Nigerian government is increasing its participation in the cryptocurrency market. 

Notably, the new Nigeria Tax Administration Act (2025) now requires all digital asset activity to be linked to Tax Identification Numbers (TIN) and National Identification Numbers (NIN), effectively capturing the nascent industry as a new tax base.

These recent measures follow a recent partnership by the SEC and the Nigerian Police Force (NPF) focused on cracking down on Ponzi scheme operators and other similar scams.

Ethereum Exchange Outflows Signal Supply Is Stepping Back

Ethereum is struggling to push above critical supply levels after a brief surge above $3,300, as the market attempts to stabilize following weeks of sustained selling pressure. While the rebound has sparked renewed optimism, price action remains fragile, with bulls still needing clear confirmation before a broader recovery can take hold. Still, the fact that ETH is holding near key levels has led some analysts to start calling for higher prices, arguing that the market may be entering a new phase after the recent downtrend.

Supporting this view, a CryptoQuant analyst highlighted Ethereum Exchange Netflow spot data showing persistent ETH outflows from spot exchanges during price pullbacks, while inflows during upward moves remain relatively limited. This pattern suggests a more disciplined supply environment, where holders are reluctant to sell into weakness and are not aggressively distributing during rallies.

In other words, sell-side pressure appears to be easing, even as Ethereum remains capped below major resistance. If demand returns, this type of netflow structure can support sharper upside moves, as fewer coins are available on exchanges to meet new buying interest. For now, Ethereum is caught between fading fear and unfinished recovery, with the next breakout attempt likely to define the short-term trend.

ETH Supply Tightens As Exchange Outflows Persist

Ethereum’s recent Exchange Netflow behavior suggests that the latest pullbacks have been met with holding and accumulation rather than broad-based distribution. Instead of rushing to send ETH onto exchanges during weakness, many participants appear willing to sit through volatility, reducing the immediate sell pressure that typically accelerates downtrends. This supports the idea that supply is gradually stepping back, even as price remains capped below key resistance zones and market sentiment stays cautious.

However, Exchange Netflow alone is not enough to define direction. A favorable supply structure can still fail if demand remains weak, or if macro conditions deteriorate and force investors back into risk-off positioning. In that scenario, downside continuation cannot be ruled out, even if exchange balances remain constrained.

That said, in the absence of major systemic stress, the current netflow profile offers a constructive backdrop for upside. The lack of supply expansion during drawdowns and the restrained profit-taking during rebounds imply that sellers are not in control. If demand rotates back into Ethereum, price could respond more efficiently because there is less readily available liquidity sitting on exchanges.

In this sense, the on-chain data is not signaling an immediate breakout. Instead, it highlights a market structure that appears increasingly prepared for upward price action once broader conditions align and buyers regain conviction.

Ethereum Bulls Fight Structural Resistance

Ethereum is attempting to stabilize above the $3,300 zone after a sharp rebound from the December lows, but the chart shows bulls are still battling heavy overhead supply. Price recently pushed into the $3,300–$3,400 band, a level that has repeatedly acted as a pivot point during this downtrend. While momentum has improved, ETH is still trading below key moving averages, reinforcing the idea that this move may be more of a recovery leg than a confirmed reversal.

The blue moving average overhead continues to slope downward and sits above current price, highlighting that the broader structure remains pressured. At the same time, the green moving average is flattening near the $3,300 area, adding to the resistance cluster and making this zone difficult to reclaim cleanly.

From a market structure perspective, ETH has shifted from a clear downtrend into a tighter consolidation, with buyers stepping in on dips and building higher lows since early January. However, volume remains relatively muted compared to the October and November selloffs, suggesting that conviction is still developing.

Once all the technical issues are solved, the exchange will announce your token listing and the pairs it will be traded with.

Russian crypto traders have been looking to obtain unrestricted accounts for global exchanges as their access to such platforms is limited. Over the past year, the offering of such accounts on the dark web has increased significantly, cybersecurity experts told the Russian press.

Supply of Crypto Exchange Accounts for Russian Users Doubles in a Year of Sanctions

More and more ready-to-use accounts for cryptocurrency exchanges are being sold to Russian residents. While this is not a new phenomenon — such accounts are often employed by fraudsters and money launderers — the current growth in supply has been attributed to the restrictions imposed by the trading platforms on customers from Russia, as a result of compliance with sanctions over the war in Ukraine.

Russian residents have been buying these accounts despite the dangers, including the risk that whoever created them could maintain access after the sale, the Kommersant reported. But they are inexpensive and offers on darknet markets have doubled since early 2022, Nikolay Chursin from the Positive Technologies information security threat analysis group told the business daily.

According to Peter Mareichev, an analyst at Kaspersky Digital Footprint Intelligence, the number of new ads for ready-made and verified wallets on various exchanges reached 400 in December. Proposals to prepare fake documents for passing know-your-customer procedures also rose, the newspaper revealed in an earlier article last month.

Simple login data, username and password, is typically priced at around $50, Chursin added. And for a fully set up account, including the documents with which it was registered, a buyer would have to pay an average of $300. Dmitry Bogachev from digital threat analysis firm Jet Infosystems explained that the price depends on factors such as the country and date of registration as well as the activity history. Older accounts are more expensive.

Sergey Mendeleev, CEO of defi banking platform Indefibank, pointed out that there are two categories of buyers — Russians that have no other choice as they need an account for everyday work and those who use these accounts for criminal purposes. Igor Sergienko, director of development at cybersecurity services provider RTK-Solar, is convinced that demand is largely due to crypto exchanges blocking Russian accounts or withdrawals to Russian bank cards in recent months.

Major crypto service providers, including leading digital asset exchanges, have complied with financial restrictions introduced by the West in response to Russia’s invasion of Ukraine. Last year, the world’s largest crypto trading platform, Binance, indicated that, while restricting sanctioned individuals and entities, it was not banning all Russians.

However, since the end of 2022, a number of Russian users of Binance have complained about having their accounts blocked without explanation, as reported by Forklog. Many experienced problems for weeks, including suspended withdrawals amid prolonged checks, affected customers said. The company told the crypto news outlet that the blocking of users from Eastern Europe and the Commonwealth of Independent States was related to the case with the seized crypto exchange Bitzlato.

Bitzlato Exchange Busted as US Deals ‘Blow to Crypto Crime,’ Arrests Owner

Cryptocurrency exchange Bitzlato, better known to the Russian-speaking segment of the market, has been taken down as part of an “international cryptocurrency enforcement action,” the U.S. Justice Department announced. The Russian owner of the platform has been arrested for his role in the alleged transmission of illicit money. Bitzlato claimed it was hacked.

U.S. authorities have apprehended Anatoly Legkodymov, a resident of China, on charges that his Hong Kong-registered crypto trading platform, Bitzlato, processed illicit funds worth hundreds of millions of dollars. The Russian, a co-founder and majority owner of the exchange, was arrested by the FBI in Miami on Tuesday, a high-ranking official from the United States Department of Justice (DOJ) revealed.

Speaking during a press conference, Deputy Attorney General Lisa Monaco said that Justice Department agents and prosecutors, working with the U.S. Treasury Department and French law enforcement, have “disrupted Bitzlato, a China-based cryptocurrency exchange, notorious for laundering criminal proceeds from the darknet” and ransomware attacks. She also stated:

Today, the Department of Justice has dealt a significant blow to the crypto crime ecosystem.

Legkodymov is accused of operating the exchange as a “high-tech financial hub that, in his own words, catered to ‘known crooks’,” Monaco explained. She went on to allege that Bitzlato was a “crucial financial resource” for Hydra, the largest darknet market, with Russian roots, which was shut down in April, last year, by the German police with the support of U.S. agencies.

According to the DOJ, Hydra buyers funded illicit purchases from crypto accounts hosted at Bitzlato while sellers of drugs, stolen financial information and hacking tools sent criminal proceeds to accounts at the exchange, collectively amounting to $700 million in direct and indirect transfers between 2018 and 2022.

The deputy attorney general also said that the participants in the operation have engaged in a “coordinated campaign of disruption.” This included law enforcement actions in a number of European countries and the seizure of Bitzlato’s servers. By midday Wednesday, Bitzlato’s website was replaced by a notice saying that the service had been seized by French authorities, Reuters reported.

Crypto Exchange Bitzlato Claims It Was Hacked, Halts Withdrawals

Also on Wednesday, the operators of Bitzlato announced on Telegram, that the exchange had suffered a hacking attack. They told users that withdrawals had been suspended indefinitely and asked them to refrain from sending coins to the platform until the issue is resolved.

“Our service was hacked, part of the funds was withdrawn from the service,” the exchange said, noting that the attackers were able to steal a small portion of the funds without specifying the amount. It also sought to assure customers in a second message that their assets were not lost, stating:

For all victims, we guarantee a refund.

“As a security measure, we have disabled the service, we ask you not to replenish the wallets of our service until the work is restored,” Bitzlato reiterated, adding that its team was working on the problem. At the time of writing, the platform is still offline.

The hack presumably took place after on Tuesday the exchange announced maintenance scheduled for Thursday, Jan. 19, “aimed at improving the operation of the service and its security.” The notice informed users it will halt transactions between 5 and 9 a.m. Moscow time.

“We strongly recommend that you organize your work activities taking into account the amendments in order to avoid unpleasant situations,” the platform advised customers, informing them that it plans to disable deposits, withdrawals and trading.

Bitzlato launched in 2016 under the name Changebot and later became a cryptocurrency exchange offering peer-to-peer (P2P) trading services. It lists pairs of the Russian ruble with BTC, ETH, USDT, and other digital coins which can be bought and sold with a variety of payment methods.

Online crypto exchangers like Bitzlato are popular in Russia and the former Soviet space but as crypto assets are yet to be fully regulated in the region, they are often targeted by authorities across the Commonwealth of Independent States. A report recently revealed that the Belarusian judiciary has imposed a hefty fine on the operator of one such platform.
