This was the year of AI agents. Chatbots that simply answered questions are now evolving into autonomous agents that can carry out tasks on a user’s behalf, so enterprises continue to invest in agentic platforms as transformation evolves. Software vendors are investing in it as fast as they can, too.

According to a National Research Group survey of more than 3,000 senior leaders, more than half of executives say their organization is already using AI agents. Of the companies that spend no less than half their AI budget on AI agents, 88% say they’re already seeing ROI on at least one use case, with top areas being customer service and experience, marketing, cybersecurity, and software development.

On the software provider side, Gartner predicts 40% of enterprise software applications in 2026 will include agentic AI, up from less than 5% today. And agentic AI could drive approximately 30% of enterprise application software revenue by 2035, surpassing $450 billion, up from 2% in 2025. In fact, business users might not have to interact directly with the business applications at all since AI agent ecosystems will carry out user instructions across multiple applications and business functions. At that point, a third of user experiences will shift from native applications to agentic front ends, Gartner predicts.

It’s already starting. Most enterprise applications will have embedded assistants, a precursor to agentic AI, by the end of this year, adds Gartner.

IDC has similar predictions. By 2028, 45% of IT product and service interactions will use agents as the primary interface, the firm says. That’ll change not just how companies work, but how CIOs work as well.

Agents as employees

At financial services provider OneDigital, chief product officer Vinay Gidwaney is already working with AI agents, almost as if they were people.

“We decided to call them AI coworkers, and we set up an AI staffing team co-owned between my technology team and our chief people officer and her HR team,” he says. “That team is responsible for hiring AI coworkers and bringing them into the organization.” You heard that right: “hiring.”

The first step is to sit down with the business leader and write a job description, which is fed to the AI agent, and then it becomes known as an intern.

“We have a lot of interns we’re testing at the company,” says Gidwaney. “If they pass, they get promoted to apprentices and we give them our best practices, guardrails, a personality, and human supervisors responsible for training them, auditing what they do, and writing improvement plans.”

The next promotion is to a full-time coworker, and it becomes available to be used by anyone at the company.

“Anyone at our company can go on the corporate intranet, read the skill sets, and get ice breakers if they don’t know how to start,” he says. “You can pick a coworker off the shelf and start chatting with them.”

For example, there’s Ben, a benefits expert who’s trained on everything having to do with employee benefits.

“We have our employee benefits consultants sitting with clients every day,” Gidwaney says. “Ben will take all the information and help the consultants strategize how to lower costs, and how to negotiate with carriers. He’s the consultants’ thought partner.”

There are similar AI coworkers working on retirement planning, and on property and casualty as well. These were built in-house because they’re core to the company’s business. But there are also external AI agents who can provide additional functionality in specialized yet less core areas, like legal or marketing content creation. In software development, OneDigital uses third-party AI agents as coding assistants.

When choosing whether to sign up for these agents, Gidwaney says he doesn’t think of it the way he thinks about licensing software, but more to hiring a human consultant or contractor. For example, will the agent be a good cultural fit?

But in some cases, it’s worse than hiring humans since a bad human hire who turns out to be toxic will only interact with a small number of other employees. But an AI agent might interact with thousands of them.

“You have to apply the same level of scrutiny as how you hire real humans,” he says.

A vendor who looks like a technology company might also, in effect, be a staffing firm. “They look and feel like humans, and you have to treat them like that,” he adds.

Another way that AI agents are similar to human consultants is when they leave the company, they take their expertise with them, including what they gained along the way. Data can be downloaded, Gidwaney says, but not necessarily the fine-tuning or other improvements the agent received. Realistically, there might not be any practical way to extract that from a third-party agent, and that could lead to AI vendor lock-in.

Edward Tull, VP of technology and operations at JBGoodwin Realtors, says he, too, sees AI agents as something akin to people. “I see it more as a teammate,” he says. “As we implement more across departments, I can see these teammates talking to each other. It becomes almost like a person.”

Today, JBGoodwin uses two main platforms for its AI agents. Zapier lets the company build its own and HubSpot has its own AaaS, and they’re already pre-built. “There are lead enrichment agents and workflow agents,” says Tull.

And the company is open to using more. “In accounting, if someone builds an agent to work with this particular type of accounting software, we might hire that agent,” he says. “Or a marketing coordinator that we could hire that’s built and ready to go and connected to systems we already use.”

With agents, his job is becoming less about technology and more about management, he adds. “It’s less day-to-day building and more governance, and trying to position the company to be competitive in the world of AI,” he says.

He’s not the only one thinking of AI agents as more akin to human workers than to software.

“With agents, because the technology is evolving so far, it’s almost like you’re hiring employees,” says Sheldon Monteiro, chief product officer at Publicis Sapient. “You have to determine whom to hire, how to train them, make sure all the business units are getting value out of them, and figure when to fire them. It’s a continuous process, and this is very different from the past, where I make a commitment to a platform and stick with it because the solution works for the business.”

This changes how the technology solutions are managed, he adds. What companies will need now is a CHRO, but for agentic employees.

Managing outcomes, not persons

Vituity is one of the largest national, privately-held medical groups, with 600 hospitals, 13,800 employees, and nearly 14 million patients. The company is building its own AI agents, but is also using off-the-shelf ones, as AaaS. And AI agents aren’t people, says CIO Amith Nair. “The agent has no feelings,” he says. “AGI isn’t here yet.”

Instead, it all comes down to outcomes, he says. “If you define an outcome for a task, that’s the outcome you’re holding that agent to.” And that part isn’t different to holding employees accountable to an outcome. “But you don’t need to manage the agent,” he adds. “They’re not people.”

Instead, the agent is orchestrated and you can plug and play them. “It needs to understand our business model and our business context, so you ground the agent to get the job done,” he says.

For mission-critical functions, especially ones related to sensitive healthcare data, Vituity is building its own agents inside a HIPAA-certified LLM environment using the Workato agent development platform and the Microsoft agentic platform.

For other functions, especially ones having to do with public data, Vituity uses off-the-shelf agents, such as ones from Salesforce and Snowflake. The company is also using Claude with GitHub Copilot for coding. Nair can already see that agentic systems will change the way enterprise software works.

“Most of the enterprise applications should get up to speed with MCP, the integration layer for standardization,” he says. “If they don’t get to it, it’s going to become a challenge for them to keep selling their product.”

A company needs to be able to access its own data via an MCP connector, he says. “AI needs data, and if they don’t give you an MCP, you just start moving it all to a data warehouse,” he adds.

Sharp learning curve

In addition to providing a way to store and organize your data, enterprise software vendors also offer logic and functionality, and AI will soon be able to handle that as well.

“All you need is a good workflow engine where you can develop new business processes on the fly, so it can orchestrate with other agents,” Nair says. “I don’t think we’re too far away, but we’re not there yet. Until then, SaaS vendors are still relevant. The question is, can they charge that much money anymore.”

The costs of SaaS will eventually have to come down to the cost of inference, storage, and other infrastructure, but they can’t survive the way they’re charging now he says. So SaaS vendors are building agents to augment or replace their current interfaces. But that approach itself has its limits. Say, for example, instead of using Salesforce’s agent, a company can use its own agents to interact with the Salesforce environment.

“It’s already happening,” Nair adds. “My SOC agent is pulling in all the log files from Salesforce. They’re not providing me anything other than the security layer they need to protect the data that exists there.”

AI agents are set to change the dynamic between enterprises and software vendors in other ways, too. One major difference between software and agents is software is well-defined, operates in a particular way, and changes slowly, says Jinsook Han, chief of strategy, corporate development, and global agentic AI at Genpact.

“But we expect when the agent comes in, it’s going to get smarter every day,” she says. “The world will change dramatically because agents are continuously changing. And the expectations from the enterprises are also being reshaped.”

Another difference is agents can more easily work with data and systems where they are. Take for example a sales agent meeting with customers, says Anand Rao, AI professor at Carnegie Mellon University. Each salesperson has a calendar where all their meetings are scheduled, and they have emails, messages, and meeting recordings. An agent can simply access those emails when needed.

“Why put them all into Salesforce?” Rao asks. “If the idea is to do and monitor the sale, it doesn’t have to go into Salesforce, and the agents can go grab it.”

When Rao was a consultant having a conversation with a client, he’d log it into Salesforce with a note, for instance, saying the client needs a white paper from the partner in charge of quantum.

With an agent taking notes during the meeting, it can immediately identify the action items and follow up to get the white paper.

“Right now we’re blindly automating the existing workflow,” Rao says. “But why do we need to do that? There’ll be a fundamental shift of how we see value chains and systems. We’ll get rid of all the intermediate steps. That’s the biggest worry for the SAPs, Salesforces, and Workdays of the world.”

Another aspect of the agentic economy is instead of a human employee talking to a vendor’s AI agent, a company agent can handle the conversation on the employee’s behalf. And if a company wants to switch vendors, the experience will be seamless for employees, since they never had to deal directly with the vendor anyway.

“I think that’s something that’ll happen,” says Ricardo Baeza-Yates, co-chair of the  US technology policy committee at the Association for Computing Machinery. “And it makes the market more competitive, and makes integrating things much easier.”

In the short term, however, it might make more sense for companies to use the vendors’ agents instead of creating their own.

“I recommend people don’t overbuild because everything is moving,” says Bret Greenstein, CAIO at West Monroe Partners, a management consulting firm. “If you build a highly complicated system, you’re going to be building yourself some tech debt. If an agent exists in your application and it’s localized to the data in that application, use it.”

But over time, an agent that’s independent of the application can be more effective, he says, and there’s a lot of lock-in that goes into applications. “It’s going to be easier every day to build the agent you want without having to buy a giant license. “The effort to get effective agents is dropping rapidly, and the justification for getting expensive agents from your enterprise software vendors is getting less,” he says.

The future of software

According to IDC, pure seat-based pricing will be obsolete by 2028, forcing 70% of vendors to figure out new business models.

With technology evolving as quickly as it is, JBGoodwin Realtors has already started to change its approach to buying tech, says Tull. It used to prefer long-term contracts, for example but that’s not the case anymore “You save more if you go longer, but I’ll ask for an option to re-sign with a cap,” he says.

That doesn’t mean SaaS will die overnight. Companies have made significant investments in their current technology infrastructure, says Patrycja Sobera, SVP of digital workplace solutions at Unisys.

“They’re not scrapping their strategies around cloud and SaaS,” she says. “They’re not saying, ‘Let’s abandon this and go straight to agentic.’ I’m not seeing that at all.”

Ultimately, people are slow to change, and institutions are even slower. Many organizations are still running legacy systems. For example, the FAA has just come out with a bold plan to update its systems by getting rid of floppy disks and upgrading from Windows 95. They expect this to take four years.

But the center of gravity will move toward agents and, as it does, so will funding, innovation, green-field deployments, and the economics of the software industry.

“There are so many organizations and leaders who need to cross the chasm,” says Sobera. “You’re going to have organizations at different levels of maturity, and some will be stuck in SaaS mentality, but feeling more in control while some of our progressive clients will embrace the move. We’re also seeing those clients outperform their peers in revenue, innovation, and satisfaction.”

더인포메이션(The Information)은 여러 영업 조직이 목표를 달성하지 못한 이후 마이크로소프트가 일부 제품의 AI 영업 할당량을 줄였다고 보도하면서, 복잡한 업무를 자동화하는 AI 에이전트에서 기대한 매출에 대한 전망을 “조정하고 있는” 기업이 마이크로소프트만이 아니라고 전했다. 보도에 따르면, 오픈AI는 향후 5년 동안 AI 에이전트 매출 전망을 260억 달러 규모로 하향 조정했다.

그레이하운드 리서치(Greyhound Research)의 최고 애널리스트 산치트 비르 고기아는 “AI 영업 할당량 축소는 시장 위기의 전조가 아니라, 지난 1년 동안 구조적인 산업 전환이라기보다 골드러시 같은 열풍이 이어졌던 상황이라 엔터프라이즈 기술 시장이 마침내 현실로 돌아오고 있다는 신호”라고 말했다.

고기아는 “지난 18개월 동안 많은 업체가 고객이 현실적으로 소화할 수 있는 수준을 훨씬 뛰어넘는 공격적인 목표를 설정했다”면서 “엔터프라이즈 구매 담당자는 이런 도구를 충분히 시험해 보거나 통합 복잡성을 점검하거나, 복잡하게 얽힌 자사 시스템 안에서 약속한 효과가 실제로 유지되는지 평가해 볼 기회도 갖지 못한 채 다년간 AI에 투자하라는 요구를 받았다”라고 지적했다.

과대포장에서 한발 물러서는 기업 고객

고기아는 영업 압박이 느슨해지는 현상에 대해 “급한 쪽으로 너무 기울어 있던 대화의 균형을 되찾는 건강한 움직임”이라고 평가했다. 또 “이번 조정의 핵심은 솔루션 업체가 내세운 약속과 엔터프라이즈 사용 경험 사이의 격차다. 구매자가 AI를 포기하는 것이 아니라, 과대광고에서 한 발 물러서는 것”이라고 덧붙였다.

기업은 이미 가치가 입증된 곳에만 투자하기로 선택하고 있다. 고기아는 “2023년부터 2025년까지 그레이하운드 리서치 조사 결과를 보면, 대부분 조직이 거의 비슷한 시점에 같은 깨달음에 도달했다. 지속 가능한 AI 성과를 만들려면 초기 마케팅이 내세운 것보다 훨씬 많은 기초 작업이 필요하다는 사실을 알게 됐다”라고 말했다.

데이터 준비에는 시간이 필요하고, AI 모델의 동작을 조율해야 한다는 뜻이다. 고기아는 “AI 거버넌스 프레임워크는 즉흥적으로 만들 수 없다. 많은 경우 기대했던 효과의 속도와 범위가, 실제 프로덕션 시스템에 적용됐을 때 기술이 제공할 수 있는 수준보다 지나치게 빠르고 넓었다”라고 비판했다.

인포테크 리서치 그룹(Info-Tech Research Group) 자문 펠로우 스콧 빅클리는 마이크로소프트의 영업 할당량 축소 배경에는 자초한 측면이 있다며, “마이크로소프트의 AI 시장 공략 방식은 오만함에 기반하고, 시장 지배력을 최대한 활용하는 전략이었다”라고 지적했다.

빅클리는 “출발점부터 마이크로소프트는 고객이 AI를 대규모로 도입하더라도 정가를 매우 높게 책정하고 할인은 최소화했다. 코파일럿이든 애저 파운드리든 이들 제품을 ‘완전히 준비된 솔루션, 즉시 도입할 수 있고, 막대한 투자 대비 효과를 내는 턴키 패키지’인 것처럼 제시해 왔다”라며, “마이크로소프트가 이런 제품에 대해 프리미엄 가격을 청구하지만, 실제로는 절반만 완성된 수준이어서 본격적인 운영 환경에 투입할 준비가 전혀 돼 있지 않고 가격도 지나치게 비싸다”라고 비판했다.

빅클리는 “여기에 더해, 이런 도구를 제대로 활용하고 비즈니스 프로세스를 다시 설계하려면 고객 조직 안에 상당한 인재 역량이 필요하다는 점은 아예 고려조차 하지 않는다”고 지적했다.

빅클리는 CIO의 입장에서 바라본다면, “이번 움직임을 하나의 단서로 삼아 기술 자체 외에 필요한 모든 요소를 포괄하는 제대로 된 AI 전략을 실제로 구축하고 있는지, 기술로 무엇을 달성하려고 하는지 한 발 떨어져서 점검해야 한다”라고 조언했다. 또한, “생산성 향상은 방정식의 한 부분일 뿐이며, 진정한 가치를 내려면 지금까지 없었던 수준의 개인화, 새로운 예측 능력, 새로운 성과와 매출 성장을 이끄는 퍼포먼스가 필요하다”라고 덧붙였다.

퓨처럼 그룹(Futurum Group) 엔터프라이즈 소프트웨어·디지털 워크플로우 담당 리서치 디렉터 키스 커크패트릭은 AI 지형이 다른 측면에서도 크게 바뀌고 있다고 분석했다. 커크패트릭은 수요일 발표한 분석 보고서에서 “엔터프라이즈 소프트웨어 시장은 AI 과대광고에서 임베디드 방식의 운영 AI로 변하고 있으며, 주요 솔루션 업체는 AI를 워크플로우와 데이터 계층, 멀티 에이전트 오케스트레이션 프레임워크에 직접 통합하고 있다”라고 밝혔다.

AI 발전은 ‘절제’에서 나온다

커크패트릭은 “AI 도입이 확산되면서 논의의 초점도 단순한 기능 비교에서 가치 실현, 거버넌스, 상호운용성, 진화하는 AI 가격 모델로 옮겨갔다”라며, “2026년을 내다보면 구매자는 측정 가능한 비즈니스 성과를 우선하면서 통합된 데이터 기반과 잘 설계된 멀티 에이전트 아키텍처를 통해 AI 기반 매출 성장, 비용 절감, 운영 확장 효과를 입증해 보이는 업체를 선택할 것”이라고 전망했다.

기업이 이른바 “과장 경쟁”과 수식어 남발에 점점 피로감을 느끼고 있다는 점도 지적했다. 커크패트릭은 “2026년에는 조달 부서가 단순히 업무 단위 생산성 향상만 보여주는 수준을 넘어, 비즈니스 핵심 성과 지표에 직접 연계된 고객 사례를 제시하는 업체에 더 높은 점수를 줄 것이므로 솔루션 업체는 경쟁사의 신규 고객 사례와 성과 지표를 면밀히 모니터링해야 한다”라고 말했다.

한편 빅클리는 CIO에게 AI 관련 의사결정을 내릴 때 “AI 과대광고의 소용돌이 속으로 서둘러 뛰어들 필요가 없다는 점을 받아들이라”고 조언했다. 빅클리는 “각 기업에 맞는 방향을 차분하게 설계하고 계획할 시간을 충분히 가져도 실제로 뒤처지는 것은 아니다”라며, “AI 하이프 사이클이 워낙 시끄럽고 어디에나 존재하다 보니 이성적인 논리와 합리적인 판단이 완전히 묻혀 버렸다”라고 비판했다.

고기아도 이런 견해에 동의했다. 고기아는 “초기 하이프 사이클의 열풍은 이미 지나갔다”라며, “기술의 잠재력은 여전히 강력하지만, 지금은 훨씬 더 냉정한 시각과 안정된 태도로 평가가 이뤄지고 있다. AI 솔루션 업체는 빠르게 매출을 올리는 것보다 시간을 들여 쌓은 신뢰가 훨씬 더 가치 있다는 사실을 깨닫고 이런 새로운 리듬에 맞춰 움직이고 있다”라고 말했다.

또한, “이런 성숙함을 받아들이는 조직이 향후 10년간 엔터프라이즈 AI의 방향을 지속 가능하고 신뢰할 수 있으며, 실제 운영 현실에 기반한 모습으로 만들어 갈 것”이라고 강조했다.

고기아는 현재 마이크로소프트 등에서 벌어지고 있는 상황에 대해 “모멘텀의 상실이 아니라 겉보기에 화려한 성과에서 진짜 실질적인 내용으로 중심축이 이동하는 과정”이라고 진단했다. 고기아는 “지금 AI 시장은 진정한 진보는 과장된 퍼포먼스가 아니라, 조용하지만 일관된 실행과 절제에서 나온다는 사실을 깨닫고 있다”라며, “이번 사이클에서 처음으로 이런 ‘절제’가 눈에 보이기 시작했다”라고 덧붙였다.

기술 부채가 IT 조직을 마비시킬 위협 요인으로 떠오르자 상당수 CIO가 레거시 소프트웨어와 시스템 유지보수·업그레이드를 위해 서드파티 서비스 업체에 눈을 돌리고 있다. 매니지드 서비스 업체 엔소노(Ensono)가 실시한 설문조사 결과, IT 리더 100명 가운데 95명이 레거시 IT를 현대화하고 기술 부채를 줄이기 위해 외부 서비스 업체를 활용하고 있는 것으로 나타났다.

이 같은 움직임은 부분적으로 레거시 IT 비용 증가에서 비롯됐다. 응답자 가운데 거의 절반은 지난해 노후 IT 시스템 유지보수에 예산보다 더 많은 비용을 지출했다고 답했다. 더 큰 문제는 레거시 애플리케이션과 인프라가 IT 조직의 발목을 잡고 있다는 점이다. IT 리더 10명 가운데 9명은 레거시 유지보수가 AI 현대화 계획에 걸림돌이 되고 있다고 지적했다.

엔소노의 CTO 팀 베어먼은 “레거시 시스템 유지보수가 현대화 노력에 큰 방해가 되고 있다”라며, “전형적인 혁신가의 딜레마다. 혁신보다는 노후 시스템과 그 해결 방안에만 집중하고 있다”라고 지적했다.

일부 CIO는 레거시 시스템 운영을 서비스 업체에 맡기거나 외부 IT팀을 활용해 기술 부채를 정리하고 소프트웨어와 시스템을 현대화하고 있다. 베어먼은 레거시 시스템을 외부에 맡기는 기업이 증가하는 배경으로 고령화된 인력을 꼽았다. 기업 내부의 레거시 시스템 전문가가 은퇴하면서 축적된 지식도 함께 빠져나가고 있다는 의미다.

베어먼은 “이 일을 내부에서 직접 처리할 수 있는 인력이 많지 않다. 조직 내 인력이 고령화되고 퇴직자가 늘어나는 상황에서, 필요한 인재를 채용하기 어려운 영역에서는 외부에서 전문 인력을 찾아야 한다”라고 설명했다. 또, “MSP 모델 자체는 수십 년 전부터 존재했지만, 최근에는 예산을 확보하고 AI를 도입할 시간을 만들기 위해 MSP를 기술 부채 관리 수단으로 활용하는 흐름이 커지고 있다”라고 분석했다.

AI처럼 새로운 기술이 빠르게 확산되는 것도 이런 흐름에 일조하고 있다. 베어먼은 “한쪽에는 관리·유지해야 하는 레거시 문제가 있고, 다른 한쪽에는 수년 동안 경험하지 못한 속도로 발전하는 최신 기술이 있어 양쪽을 동시에 따라가기 어렵다”라고 덧붙였다.

위험의 아웃소싱

사이버 보안 서비스 업체 뉴빅(Neuvik)의 CEO 라이언 레이르빅은 레거시 IT 관리를 서비스 업체에 맡기는 흐름이 확대되고 있다는 점에 동의했다. 레이르빅은 레거시 시스템에 적합한 전문가를 매칭하는 등 여러 장점을 언급하면서도, CIO가 위험 관리를 위해 MSP를 활용하는 경향도 있다고 지적했다.

레이르빅은 “많은 장점 가운데 자주 언급되지 않는 핵심은 취약점 악용이나 서비스 중단 위험을 서비스 업체에 맡길 수 있다는 점”이라며, “취약점 발견과 패치, 전반적인 유지보수에 지속적으로 많은 비용이 드는 환경에서는 잘못 대응했을 때 발생하는 위험을 서비스 업체가 떠안게 되는 경우가 많다”라고 설명했다.

미 국방부(US Department of Defense)에서 비서실장 겸 사이버 부문 부국장을 지낸 레이르빅은 레거시 IT 유지보수 예산을 초과 집행한 IT 책임자가 많다는 것이 놀랄 일은 아니라고 말한다. 많은 조직이 현재 보유한 IT 인프라와 앞으로 전환해야 할 인프라 사이에서 필요한 인재 역량이 맞지 않는 상황에 놓여 있다고 지적하며, 레거시 소프트웨어와 시스템의 지속적인 유지보수 비용이 예상보다 더 많이 드는 경우도 잦다고 말했다.

레이르빅은 “초기 도입 비용이 1이라면, 유지보수 비용은 1X이기 때문에 예상하지 못한 거대한 유지보수 꼬리가 생긴다”라고 덧붙였다.

레거시 유지보수의 덫에서 벗어나려면 적절한 서드파티 업체를 고르는 선견지명과 선택 기준이 필요하다. 레이르빅은 “장기적인 관점에서 해당 업체와 향후 5년 계획이 맞물리는지 반드시 확인해야 한다. 또 조직의 목표와 업체가 제공하려는 지원 방향이 일치하는지도 점검해야 한다”라고 조언했다.

두 번 지불하는 비용

일부 IT 리더가 레거시 시스템 현대화를 서드파티 업체에 맡기고 있지만, IT 서비스 관리 및 고객 서비스 소프트웨어 업체 프레시웍스(Freshworks)가 최근 공개한 보고서는 이런 현대화 노력이 과연 효율적인지에 의문을 제기했다.

프레시웍스의 조사에서 응답자의 3/4 이상은 소프트웨어 도입에 예상보다 더 많은 시간이 걸린다고 답했고, 프로젝트 가운데 2/3은 예산을 초과했다고 응답했다. 프레시웍스의 CIO 아슈윈 발랄은 서드파티 서비스 업체가 이 문제를 해결해 주지 못할 수도 있다고 경고했다.

발랄은 “레거시 시스템이 너무 복잡해지면서 기업이 도움을 구하려고 서드파티 업체와 컨설턴트에 점점 더 의존하고 있지만, 실제로는 수준 이하의 레거시 시스템을 다른 수준 이하 레거시 시스템으로 바꾸는 결과에 그치는 경우가 많다”라며, “서드파티 업체와 컨설턴트를 추가하면 기존 문제를 해결하기보다는 새로운 복잡성만 더해 문제를 악화시키는 사례도 적지 않다”라고 지적했다.

해법은 서드파티 업체를 늘리는 것이 아니라 별도의 복잡한 작업 없이 바로 쓸 수 있는 새로운 기술을 도입하는 데 있다. 발랄은 “이론적으로 서드파티 업체는 전문성과 속도를 제공한다. 하지만 현실에서는 복잡한 기술을 도입하는 데 한 번, 해당 기술이 제대로 작동하도록 컨설턴트를 투입하는 데 또 한 번 등 두 번 비용을 지불하는 경우가 많다”라고 꼬집었다.

피하기 어려운 서드파티 업체 활용

사이버 보안 솔루션 업체 워치가드 테크놀로지스(WatchGuard Technologies)의 필드 CTO 겸 CISO 애덤 윈스턴은 상당수 IT 리더가 일정 수준의 서드파티 지원을 사실상 피할 수 없는 선택으로 보고 있다. 윈스턴은 오래된 코드를 업데이트하거나 워크로드를 클라우드로 이전하고 SaaS 도구를 도입하고, 사이버보안을 강화하는 등 대부분의 과제에서 이제 외부 지원이 필요하다고 말했다.

윈스턴은 노후 원격접속 도구와 VPN을 포함한 레거시 시스템이 쌓이면 기술 부채가 눈덩이처럼 불어나 조직을 짓누를 수 있다고 경고했다. 또, 아직 많은 조직이 클라우드나 SaaS 도구로 완전히 현대화하지 못한 상태이며, 전환 시점이 오면 외부 업체에 도움을 요청할 수밖에 없을 것이라고 내다봤다.

윈스턴은 “대부분 기업은 자체 애플리케이션을 설계·개발·운영하지 않고, 그런 영역에 기술 부채가 쌓여 있는 상황에서 하이브리드 IT 구조를 유지하고 있다”라며, “여전히 코로케이션과 온프레미스 중심이던 시절의 환경을 유지하는 기업도 많고, 이런 환경에는 거의 예외 없이 레거시 서버와 레거시 네트워크, 현대적인 설계나 아키텍처를 따르지 않는 레거시 시스템이 포함돼 있다”라고 설명했다.

이런 기업의 IT 리더는 노후 기술을 단계적으로 퇴역시키는 계획을 세우고, IT 투자가 가능한 한 최신 상태를 유지하도록 솔루션 업체의 책임을 명확히 하는 서비스 계약을 체결해야 한다. 윈스턴은 많은 솔루션 업체가 신제품을 내놓으면서 기존 제품 지원을 너무 쉽게 중단한다고 지적했다.

윈스턴은 “업그레이드를 하지 않을 계획이라면 레거시 지원 비용을 면밀히 따져 보고, 업그레이드할 수 없다면 어떻게 격리할 것인지에 대한 답을 준비해야 한다”라며, “업그레이드가 불가능할 경우 위험을 옮기기 위한 이른바 ‘무덤 격리 전략(graveyard segmentation strategy)’을 어떻게 설계할지도 고민해야 한다”라고 강조했다. 또 “솔루션 업체 실사 과정에서 이런 논의가 빠지는 경우가 많고, 그러다 문제가 터지면 조직이 뒤늦게 놀라게 된다”라고 덧붙였다.

그렇다고 CIO가 레거시 IT 전문성을 쌓는 방향으로 커리어를 설계하는 것은 피해야 한다. 윈스턴은 “소프트웨어나 구축 비용을 충분히 상각하지 못했다면, 앞으로 도입하는 모든 신규 애플리케이션에는 최신 컴포넌트를 사용하겠다고 스스로 다짐해야 한다”라고 강조했다.

As tech debt threatens to cripple many IT organizations, a huge number of CIOs have turned to third-party service providers to maintain or upgrade legacy software and systems, according to a new survey.

A full 95% of IT leaders are now using outside service providers to modernize legacy IT and reduce tech debt, according to a survey by MSP Ensono.

The push is in part due to the cost of legacy IT, with nearly half of those surveyed saying they paid more in the past year to maintain older IT systems than they had budgeted. More importantly, dealing with legacy applications and infrastructure is holding IT organizations back, as nearly nine in 10 IT leaders say legacy maintenance has hampered their AI modernization plans.

“Maintaining legacy systems is really slowing down modernization efforts,” says Tim Beerman, Ensono’s CTO. “It’s the typical innovator’s dilemma — they’re focusing on outdated systems and how to address them.”

In some cases, CIOs have turned to service providers to manage legacy systems, but in other cases, they have looked to outside IT teams to retire tech debt and modernize software and systems, Beerman says. One reason they’re turning to outside service providers is an aging employee base, with internal experts in legacy systems retiring and taking their knowledge with them, he adds.

“Not very many people are able to do it themselves,” Beerman says. “You have maturing workforces and people moving out of the workforce, and you need to go find expertise in areas where you can’t hire that talent.”

While the MSP model has been around for decades, the move to using it to manage tech debt appears to be a growing trend as organizations look to clear up budget and find time to deploy AI, he adds.

“If you look at the advent of lot of new technology, especially AI, that’s moving much faster, and clients are looking for help,” Beerman says. “On one side, you have this legacy problem that they need to manage and maintain, and then you have technology moving at a pace that it hasn’t moved in years.”

Outsourcing risk

Ryan Leirvik, CEO at cybersecurity services firm Neuvik, also sees a trend toward using service providers to manage legacy IT. He sees several advantages, including matching the right experts to legacy systems, but CIOs may also use MSPs to manage their risk, he says.

“Of the many advantages, one primary advantage often not mentioned is shifting the exploitation or service interruption risk to the vendor,” he adds. “In an environment where vulnerability discovery, patching, and overall maintenance is an ongoing and expensive effort, the risk of getting it wrong typically sits with the vendor in charge.”

The number of IT leaders in the survey who overspent their legacy IT maintenance budgets also doesn’t surprise Leirvik, a former chief of staff and associate director of cyber at the US Department of Defense.

Many organizations have a talent mismatch between the IT infrastructure they have and the one they need to move to, he says. In addition, the ongoing maintenance of legacy software and systems often costs more than anticipated, he adds.

“There’s this huge maintenance tail that we weren’t expecting because the initial price point was one cost and the maintenance is 1X,” Leirvik says.

To get out of the legacy maintenance trap, IT leaders need foresight and discipline to choose the right third-party provider, he adds. “Take the long-term view — make sure the five-year plan lines up with this particular vendor,” he says. “Do your goals as an organization match up with where they’re going to help you out?”

Paying twice

While some IT leaders have turned to third-party vendors to update legacy systems, a recently released report from ITSM and customer-service software vendor Freshworks raises questions about the efficiency of modernization efforts.

More than three-quarters of those surveyed by Freshworks say software implementations take longer than expected, with two-thirds of those projects exceeding expected budgets.

Third-party providers may not solve the problems, says Ashwin Ballal, Freshworks’ CIO.

“Legacy systems have become so complex that companies are increasingly turning to third-party vendors and consultants for help, but the problem is that, more often than not, organizations are trading one subpar legacy system for another,” he says. “Adding vendors and consultants often compounds the problem, bringing in new layers of complexity rather than resolving the old ones.”

The solution isn’t adding more vendors, but new technology that works out of the box, Ballal adds.

“In theory, third-party providers bring expertise and speed,” he says. “In practice, organizations often find themselves paying for things twice — once for complex technology, and then again for consultants to make it work.”

Third-party vendors unavoidable

Other IT leaders see some third-party support as nearly inevitable. Whether it’s updating old code, moving workloads to the cloud, adopting SaaS tools, or improving cybersecurity, most organizations now need outside assistance, says Adam Winston, field CTO and CISO at cybersecurity vendor WatchGuard Technologies.

A buildup of legacy systems, including outdated remote-access tools and VPNs, can crush organizations with tech debt, he adds. Many organizations haven’t yet fully modernized to the cloud or to SaaS tools, and they will turn to outside providers when the time comes, he says.

“Most companies don’t build and design and manage their own apps, and that’s where all that tech debt basically is sitting, and they are in some hybrid IT design,” he says. “They may be still sitting in an era dating back to co-location and on-premise, and that almost always includes legacy servers, legacy networks, legacy systems that aren’t really following a modern design or architecture.”

Winston advises IT leaders to create plans to retire outdated technology and to negotiate service contracts that lean on vendors to keep IT purchases as up to date as possible. Too many vendors are quick to drop support for older products when new ones come out, he suggests.

“If you’re not going to upgrade, do the math on that legacy support and say, ‘If we can’t upgrade that, how are we going to isolate it?’” he says. “‘What is our graveyard segmentation strategy to move the risk in the event that this can’t be upgraded?’ The vendor due diligence leaves a lot of this stuff on the table, and then people seem to get surprised.”

CIOs should avoid specializing in legacy IT, he adds. “If you can’t amortize the cost of the software or the build, promise yourself that every new application that’s coming into the system is going to use the latest component,” Winston says.

MS는 코로나19 팬데믹 당시, 업무에 가상 현실과 몰입형 환경을 적용하는 데 관심이 높아지자 메시를 출시했다. 메시는 유니티 기반으로 3D 환경을 제작할 수 있는 플랫폼이자, 동료가 몰입형 공간에서 아바타로 만나 협업할 수 있는 전용 앱 형태로 제공돼 왔다.

그러나 시장 수요는 좀처럼 형성되지 않았다. MS는 지난 1일 메시 앱 제공을 중단한다고 밝혔다. 이에 따라 PC나 메타의 퀘스트 가상현실 헤드셋에서 메시 앱을 이용한 이벤트 참석이나 팀즈 회의 참여가 더 이상 불가능해졌으며, 웹사이트 역시 폐쇄될 예정이다.

이번 조치는 MS가 메타버스 관련 도구에서 손을 떼고 있음을 보여주는 또 하나의 신호다. 또한 MS는 혼합 현실 헤드셋 ‘홀로렌즈’와 관련해 미국 육군과 약 22억 달러 규모의 계약을 체결하기도 했지만 지난해 생산을 중단한 바 있다.

MS는 이날 팀즈 협업 앱에 적용해 온 메시 기반 3D 몰입형 경험에도 변경 사항을 적용한다고 밝혔다. 팀즈에서 소규모 그룹이 아바타로 만나 상호작용할 수 있었던 ‘몰입형 공간(3D)’ 기능을 애플리케이션에서 제거한다는 설명이다.

대신 팀즈 사용자가 교육 세션, 가상 전시회, 제품 소개 등 대규모 가상 모임을 주최하거나 참석할 수 있는 ‘팀즈 몰입형 이벤트’ 기능이 공개됐다. 행사는 아웃룩 또는 팀즈 캘린더에서 예약할 수 있으며, 기업 브랜드에 최적화된 환경이나 업로드한 3D 모델로 자유롭게 사전 구축할 수 있다.

몰입형 이벤트는 PC, 맥, 메타 퀘스트 기기에서 이용 가능하다. 이 기능을 주최하려면 팀즈 프리미엄 또는 적합한 팀즈 라이선스가 필요하지만, 공동 주최자와 참석자는 일반 팀즈 라이선스만으로 참여할 수 있다.

메타버스 개념이 시장 전반에서 큰 반향을 일으키지는 못했지만, 일부 기업은 여전히 가상 환경이 원격 협업을 강화할 가능성에 주목하고 있다.

메트리지(Metrigy)의 사장이자 수석 애널리스트인 어윈 라자는, 별도 앱이 아닌 팀즈 내부에서 기업이 직접 가상 이벤트를 개최할 수 있도록 한 MS의 이번 변화가 합리적이라고 평가했다. 다만 앞으로 가상 협업 환경에 대한 수요는 제한적인 범위에 그칠 것으로 전망했다.

메트리지 조사에 따르면 가상현실과 증강현실 도입은 ‘느리지만 꾸준한’ 증가세를 보이고 있으며, 2024년 말 조사한 약 400개 기업 가운데 16.5%가 올해 말까지 해당 기술에 투자할 계획이라고 답했다.

라자는 “사용례는 일반적인 회의보다 교육, 제품 시연, 엔지니어링과 디자인, 고객 참여처럼 목적이 뚜렷한 영역에 집중되는 경향이 있다. 성장은 느리지만 이어질 것으로 예상되지만, 이러한 가상현실 도구가 앞으로 주류 시장을 넘어서는 수준으로 확대될 것으로 보이지는 않는다”라고 말했다.

It may be due to an overheated AI hype cycle or a decision by CIOs to scale back on their purchasing plans, but sales projections are being lowered at both Microsoft and OpenAI, as well as potentially at a host of other AI providers.

On Wednesday, The Information reported that Microsoft has reduced AI quotas for certain products after multiple sales teams failed to hit their goals, and stated that it is not the only firm that is “adjusting expectations for revenue for AI agents that automate complex tasks.” The article noted that OpenAI, for instance, recently lowered its projections for AI agent revenue by $26 billion over the next five years.

According to Sanchit Vir Gogia, chief analyst at Greyhound Research, “the pullback in AI sales quotas is not a warning sign for the market. It is a signal that the enterprise technology world is finally returning to reality after a year that felt more like a gold rush than a structured industry shift.”

Over the past 18 months, he said, “many vendors pushed targets that were far ahead of what customers could reasonably absorb. Enterprise buyers were asked to make multi-year AI commitments before they had a fair chance to test the tools, examine their integration complexity, or evaluate whether the promised gains would hold up inside their own messy, interconnected systems.”

Buyers are ‘stepping away from hype’

The slowdown in sales pressure, Gogia said, is therefore healthy because it restores balance in conversations that had tipped too far towards urgency.

He pointed out, “the gap between vendor promises and enterprise experience is the heart of this correction. Buyers are not turning away from AI. They are stepping away from hype. They are choosing to invest only where they have already seen evidence of value.”

Greyhound’s research between 2023 and 2025, he said, “shows that most organizations reached the same point at roughly the same time. They discovered that building sustainable AI outcomes requires far more groundwork than early marketing suggested. Data preparation takes time. Model behaviour needs tuning.”

Governance frameworks, said Gogia, “cannot be improvised. In many cases, the imagined benefits were simply too quick and too broad compared to what the technology could deliver once it met real production systems.”

Scott Bickley, advisory fellow at Info-Tech Research Group, suggested that the real cause for Microsoft’s reduction in quotas could be self-inflicted: “My take on Microsoft’s approach to the market with AI is one of arrogance, and one of leveraging their market position.”

From the get-go, he said, the company has offered extremely high list pricing and minimal discounting, even when a customer purchases at scale. And, he noted, “they present these products, whether you’re talking about Copilot or Azure Foundry, as if they’re fully baked-in solutions, turnkey, ready to roll, and that they drive tons of return on investment.”

Although Microsoft charges a premium price for these products, said Bickley, “the reality is they’re half baked, they’re not ready for prime time, and they’re vastly overpriced. And that doesn’t even take into consideration the talent required at the end user organization to use these tools, and re-engineer their business processes.”

He added that if he were a CIO, “I would want to take this bread crumb, this clue, and zoom out a little bit and [determine], am I really building out a proper AI strategy that encompasses all of the different components outside of the technology itself? What am I trying to accomplish with the technology?”

He added, “productivity is one piece of the equation, but to really drive value, you need to have personalization, predictive value that you don’t have today, performance, revenue-driving performance that you don’t have today.”

The AI landscape has changed in other ways as well, noted Keith Kirkpatrick, research director, enterprise software and digital workflows at The Futurum Group. He wrote in an analysis released Wednesday, “the enterprise software market shifted decisively from AI hype to embedded, operational agentic AI, with major vendors integrating intelligence directly into workflows, data layers, and multi-agent orchestration frameworks.”

AI progress comes from discipline, not drama

As deployments have scaled, he said, “the conversation moved beyond capabilities to focus on value realization, governance, interoperability, and evolving AI pricing models. Looking ahead to 2026, buyers will prioritize measurable business outcomes, rewarding vendors that can demonstrate AI-driven revenue gains, cost reductions, and operational scale enabled by unified data foundations and well-governed multi-agent architectures.”

Kirkpatrick observed that buyers are increasingly fatigued by what he referred to as “claims wars” and superlatives. In 2026, he said, procurement teams will reward vendors that can demonstrate more than just task-level efficiency, so vendors should monitor their competitors’ emerging customer case studies tied to business KPIs.

Meanwhile, Bickley’s advice to CIOs about anything involving AI is this: “Try and come to the realization that you don’t have to rush into this vortex of AI hype. You can take your time and methodically plan out what makes sense for your business, and you’re not really losing ground. The hype cycle has been so loud and so ubiquitous that it has drowned out rational logic and sound reasoning.”

Gogia echoed those sentiments. “The fever of the initial hype cycle has passed,” he said. “The technology is still powerful, but it is being evaluated with a clearer eye and steadier hand. Vendors are adjusting to this new rhythm because they recognize that trust built slowly is more valuable than revenue booked quickly.”

“[Organizations that] embrace this maturity, on both sides of the table, will shape the next decade of enterprise AI in a way that is sustainable, credible, and rooted in operational reality rather than marketing velocity,” he said. What is being witnessed currently by Microsoft and others, he noted, “is not a loss of momentum. It is a shift from performance to substance. It is a market discovering that progress in AI comes from discipline, not drama. And for the first time in this cycle, that discipline is starting to show.”

SAP’s restructuring may have been good for its bottom line, but behind the scenes, it has backfired.

The company did what it promised, said Greyhound Research chief analyst Sanchit Vir Gogia: It wrapped up its restructuring plan, affecting 10,000 employees, by early 2025, kept headcount steady, and delivered strong financial results. But, he said, “Numbers only tell half the story. Inside the organization, something broke.”

That’s evidenced by a recent internal survey, which revealed that many staff no longer trust company leaders or their strategy.

Trust in SAP’s executive board has fallen by six percentage points since April, to a mere 59%, Chief People Officer Gina Vargiu-Breuer wrote in an internal email seen by Bloomberg. In April 2021, that number was more than 80%, said Bloomberg, citing a local media report.

Confidence in SAP’s execution of its strategy has now dropped to 70%, from 77% in April of this year.

No time to learn

“That number drops even further in Germany, where only 38% say they fully trust leadership,” Gogia said. “And it’s not just a sentiment dip. Over 38,000 employees voiced specific concerns. The pattern is clear: confusion around new performance goals, not enough support to implement AI, unstable team dynamics, and barely any breathing room to learn.”

This isn’t resistance to change: “People get the vision,” he said. “The problem is executional load. You cannot drive large-scale transformation, especially AI-first initiatives, without building systems that carry your people with you.”

As part of SAP’s plan to transform into a skills-led company by 2028, 80% of employees were to be assigned to modernized job profiles by the middle of this year, SAP chief people officer Gina Vargiu-Breuer told financial analysts attending a company event in May. This was intended to “unleash AI-personalized growth opportunities” based on an “externally benchmarked global skills taxonomy” of 1,500 future-ready skills, she said. The company devotes 15% of working time to continuous personal development, she said.

In the recent email seen by Bloomberg, however, she admitted: “The feedback shows that not every step [in the transformation] has landed how it should.”

Unfiltered Pulse

In an email statement to CIO, SAP said that the Unfiltered Pulse survey that highlighted the issues “was designed to gather nuanced feedback from employees, focusing on both strengths and areas for improvement. Employees, for instance, have stated that helpful feedback as well as learning and development opportunities are supporting their growth. Results related to team culture are also positive worldwide.”

SAP said 84% of its more than 100,000 employees responded to the most recent of the surveys, conducted every six months, and while there were some positives this time, “the findings also clearly indicate that employee engagement and trust in the board require attention. Following increases in sentiment in the previous iteration, there has been a decrease in the recent Pulse survey. We greatly value this feedback and are taking targeted action in response. We are therefore implementing specific measures to address the input from our employees and to drive meaningful change.”

SAP has not revealed details of these measures.

However, Info-Tech Research Group senior advisory analyst Yaz Palanichamy said, “SAP employees feel a sense of disillusionment as a result of the efforts undertaken in supporting this restructuring program.”

While SAP had framed the initiative as a strategic pivot towards embracing scalable cloud and AI growth, he said, the sheer number of roles affected, and the way that number ballooned well beyond the original target of 8,000, has left many of SAP’s employees concerned about their jobs and about senior leadership.

They worry about organizational stability and clarity, and about whether there is adequate support for their reskilling, he said: “If the cultural and operational gaps concerning morale, talent retention, and organizational role alignment are not proactively addressed, this could severely hinder SAP’s growth ambitions [in cloud and AI].”

SAP is not alone

SAP isn’t the only company that has faced these issues, Gogia pointed out. “Look beyond SAP, and the same symptoms show up elsewhere. Salesforce saw trust scores crater after its 2023 layoffs. Oracle’s morale took a hit when staff felt shut out of decisions. But SAP’s case stands out because performance at the top was solid, yet employee confidence eroded underneath. That divergence is dangerous. When momentum at the surface isn’t backed by alignment at the core, cracks appear in delivery, consistency breaks down, and partners feel the wobble. Execution doesn’t fail all at once. It frays. Quietly. Progressively.”

SAP isn’t ignoring the issues, he noted. It has begun to take action, appointing leaders, communicating priorities, and revisiting how teams are measured.

“That’s good,” he said. “But the real fix will come not from announcements but from behavioral evidence. Trust comes back when people stop guessing what’s next, when systems stabilize, when leaders stay visible, when workloads balance out.”

오픈텍스트는 구글클라우드의 기업용 제미나이 솔루션(Gemini Enterprise)과 버텍스AI(Vertex AI)를 포함한 최신 AI 기술을 자사의 엔터프라이즈 정보 관리 플랫폼 전반에 통합했다고 밝혔다. 또한 보험, 금융 서비스, 리테일 등 다양한 산업별 요구에 맞춘 새로운 AI 에이전트 기반 솔루션을 공동으로 개발하고 있다. 양사는 이러한 통합이 엔터프라이즈 고객이 기존 정보를 보다 효율적으로 활용하면서도 고도화된 AI 기능을 도입할 수 있도록 지원한다고 밝혔다.

아울러 오픈텍스트는 리테일 산업을 위한 향상된 데이터 보호 역량을 제공하기 위해 구글 빅쿼리(Google BigQuery)와 오픈텍스트 볼티지(OpenText Voltage)를 결합하는 작업을 진행했다. 오픈텍스트는 민감 데이터가 저장 중이거나 전송 중일 때뿐 아니라 AI 모델에 활용되는 과정에서도 지속적으로 보호될 수 있도록 데이터 암호화 및 프라이버시 유지 기술을 강화했다고 밝혔다. 이를 통해 리테일 기업은 AI 및 분석 시스템을 활용하면서도 규제 환경을 준수하고 데이터 보안 리스크를 줄일 수 있게 됐다는 설명이다.

앤트로픽이 최근 보고서에서 AI ‘클로드(Claude)’를 기업 전반에 도입할 경우 기대할 수 있는 다양한 절감 효과를 제시했다.

해당 보고서인 ‘클로드 대화를 기반으로 한 AI 생산성 추정’에 따르면, 앤트로픽은 클로드를 활용해 교사용 교육과정 개발, 송장 발행, 재무 분석과 같은 일련의 업무를 처리할 때 상당한 생산성 향상이 가능하다고 진단했다.

앤트로픽은 클로드를 활용해 10만 건의 익명화된 사용자 대화 기록을 분석하고, 이를 기반으로 생산성 효과를 추정했다. 앤트로픽은 “클로드의 추정치에 따르면, 이러한 작업은 AI 없이 평균 약 90분이 소요되지만 클로드는 개별 작업 시간을 약 80% 단축한다”라고 밝혔다.

한편 앤트로픽의 관찰에 따르면 AI 활용의 이점이 극대화되는 영역이 있는 반면, 기대 효과가 다소 낮은 영역도 나타났다. 소프트웨어 개발자의 경우 개발, 테스트, 문서화, 데이터 처리 업무에서 AI가 속도를 높일 수 있지만, 시스템 설치 조율이나 기술 인력 감독과 같은 업무에서는 현재로서는 ‘의미 있는’ 수준으로 AI를 활용하긴 어렵다고 앤트로픽은 분석했다. 앤트로픽은 “교사 직군 역시 AI가 수업 및 활동 계획에는 도움이 되지만, 방과후 동아리 운영이나 교실 규칙 관리에는 기여하지 않는다”라고 설명했다.

이어 보고서는 “이번 접근법은 사용자가 클로드의 초안 결과물을 최종 상태로 다듬는 과정이나, 여러 세션을 거치며 산출물을 반복 수정하는 작업을 고려하지 않는다. 이런 요소가 실제 시간 절감 폭을 더 좁힐 수 있다”라고 밝혔다.

보고서가 클로드의 자체 평가에 상당 부분 의존하고 있다는 점에서, 전제가 과도하게 낙관적이라는 회의적 시각도 나온다. 특히 앤트로픽이 지난 5월 공개한 실험에서 클로드는 다른 AI 모델로 대체될 가능성이 제기되자 자기보호적 반응으로 협박성 행동을 보인 바 있는데, 이번 보고서 역시 클로드에게 유리한 방향으로 해석됐을 수 있다는 지적이다.

“세심하게 구성된 보고서”

AI 컨설팅 기업 발리언스(Valliance)의 설립자인 타리크 느세이르는 이번 앤트로픽 보고서가 상당히 세심하게 구성돼 있다고 평가했다. 느세이르는 “스스로의 문제점을 비교적 잘 드러낸 보고서”라며 “제시된 수치도 현장에서 확인되는 결과를 크게 벗어나지 않는다”라고 진단했다. 그는 “물론 장문 작업처럼 특정 업무를 선택해 분석한 흔적은 분명하지만, 전반적으로 구조가 잘 짜여 있고 투명한 보고서”라고 설명했다.

하지만 느세이르는 기본 전제의 일부가 타당하더라도, 앤트로픽이 연속된 업무 흐름에서 발생하는 문제의 누적을 과소평가하고 있다고 지적했다. 그는 “어떤 작업에서 부정확성이 생기면, 그 작업이 전체 체인의 일부인 만큼 시간이 지날수록 오류가 더 확대된다”라며, “개별 작업 단위의 시간 절감 추정치는 현실적이지만, 앤트로픽이 말하는 총합 절감 효과는 실제로 달성하기 어렵다”라고 분석했다.

클로드의 협박성 행동 논란에 대해서는 “현장에서는 그런 사례를 확인하지 못했다. 게다가 생성형 AI는 계속 발전하고 있다. 개발 속도와 안전성 개선 속도도 매우 빠르게 올라가고 있다”라고 말했다.

느세이르는 조직 전체에 AI를 도입하려는 CIO가 특정 기술 벤더를 불문하고 “직원의 생산성을 높일 수 있는 적절한 도구를 제공하는 ‘사람 우선’ 접근과, 조직 전체 비즈니스 구조와 프로세스의 연계를 먼저 살펴보는 ‘가치 우선’ 접근을 함께 고려해야 한다”라고 조언했다.

PC 전환이 늦어질수록 커지는 업무 리스크
전 세계 기업의 PC 전환 과제는 윈도우 10 운영체제가 지난 10월 공식적으로 지원 종료되면서 더욱 주목받고 있다. 마이크로소프트는 윈도우 11로의 업그레이드를 권고하고 있지만, 이는 더 높은 하드웨어 사양을 요구해 상당수 구형 PC의 교체가 불가피한 상황이다. 지원이 종료된 운영체제를 계속 사용할 경우 보안 패치 공백이 생기고, 그만큼 취약점이 누적돼 구조적으로 더 큰 위험에 노출될 가능성이 높다.

보안 문제 외에도, AI 시대에 접어들며 기업은 구형 PC와 관련해 다양한 문제를 겪고 있다. 특히 구형 PC는 AI 및 데이터 중심 업무가 요구하는 기본 성능을 따라가기 어려운 것이 사실이다. 이는 PC가 AI 확장의 주요 병목 요인이 될 수 있다는 의미다. 강시호 이사는 “AI와 기존 시스템의 호환성 문제뿐만 아니라, 시스템 간 통합 부재로 인해 데이터 사일로가 점점 더 증가되는 추세”라고 지적했다.

그럼에도 불구하고 실제 PC 전환 속도는 기대만큼 빠르지 않은 것으로 나타났다. 강시호 이사는 “전 세계 IT 의사결정권자 가운데 PC를 교체한 비율이 24%에 그친다는 조사 결과가 있다”라고 지적했다. 이는 특히 우려할 만하다. 전환이 지연되는 만큼 구형 PC가 현장에 남는 기간도 길어지고, 그에 따른 생산성 저하나 보안 리스크에 대한 부담이 누적될 수밖에 없기 때문이다.

다만 델 테크놀로지스는 시장 흐름이 빠르게 AI PC 쪽으로 이동하는 추세라고 보고 있다. 강시호 이사는 “2028년에는 전 세계 PC의 98%가 AI PC가 될 것으로 예상된다”라며, 향후에는 PC 교체 사이클 자체가 AI 활용을 전제로 재편될 가능성이 크다고 내다봤다.

真空管の時代からトランジスタの誕生へ

半導体の物語は、じつは「半導体」そのものが主役になる前から始まっています。20世紀前半、電子回路の主役は真空管でした。真空管は、ガラス管の中に電極を配置し、電子の流れを制御することで信号を増幅したりスイッチングしたりするデバイスです。ラジオや初期のコンピューターは、何千本、何万本もの真空管によって動いていました。しかし真空管は大きくて壊れやすく、電力消費も多く、熱も大量に発生するという欠点を抱えていました。

一方その裏側で、「固体」の中で電流が流れたり止まったりする現象に注目する研究も進んでいました。銅酸化物やセレンなどを用いた整流器、ドイツで発明された「ラジオ検波用の鉱石検波器」などは、現在の半導体デバイスのごく初期の姿だといえます。とはいえ、この段階ではまだ、真空管に取って代わる決定打にはなっていませんでした。

転機となったのは、第二次世界大戦後の1947年、アメリカのベル研究所での発明です。ジョン・バーディーン、ウォルター・ブラッテン、ウィリアム・ショックレーらの研究チームが、ゲルマニウムという半導体材料を用いた「点接触型トランジスタ」を発表しました。トランジスタは、真空管と同じように信号を増幅・スイッチングできるにもかかわらず、極めて小さく、壊れにくく、消費電力もわずかです。この発明はエレクトロニクスの歴史を根本から変える出来事でした。

その後、構造がより安定した接合型トランジスタが開発され、材料もゲルマニウムからシリコンへと移行していきます。シリコンは地殻中に豊富に存在し、熱に強く、酸化膜を利用した加工がしやすいという利点を持っていました。シリコンの精製技術と、インゴット（単結晶棒）からウェハーを切り出す技術が進歩したことで、シリコン半導体は大量生産が可能になり、トランジスタラジオやトランジスタテレビなどの製品として世界中に広がっていきました。

集積回路とマイクロプロセッサが切り開いた情報社会

トランジスタの発明は画期的でしたが、複雑な電子回路を組もうとすると、個々のトランジスタや抵抗、コンデンサを配線でつなぐ必要があり、部品点数や配線の複雑さがすぐに限界に達してしまいます。この課題を解決するために登場したのが「集積回路（IC）」です。1950年代末から1960年代初頭にかけて、ジャック・キルビーやロバート・ノイスらが、複数のトランジスタや受動素子を一枚の半導体基板上にまとめて形成する技術を確立しました。これによって、回路は小型化され、信頼性は高まり、製造コストも大きく下がりました。

集積回路の製造には、「フォトリソグラフィ」と呼ばれる技術が用いられます。シリコンウェハーに感光性の膜を塗り、マスクを通して光を当て、必要な部分だけを選択的に削ったり、ドーピング（不純物添加）したりすることで、きわめて微細なパターンを刻み込むことができます。この手法の改良を積み重ねるなかで、半導体メーカーは、チップ上に搭載できるトランジスタの数を指数関数的に増やしていきました。

1965年、インテルの共同創業者ゴードン・ムーアは、「一定期間ごとに、チップに集積されるトランジスタの数は倍増する」という経験則を提唱しました。いわゆる「ムーアの法則」です。これは厳密な物理法則ではありませんが、半導体産業の開発ロードマップとして長らく意識され、企業や研究機関はこのペースを維持するために微細化技術を競い合ってきました。

この集積の流れの中で登場したのが「マイクロプロセッサ」です。1971年にインテルが発表した4ビットCPU「4004」は、一つのチップの上にコンピューターの中枢である中央処理装置（CPU）の機能をほぼすべて詰め込んだ初期のマイクロプロセッサです。その後、8ビット、16ビット、32ビットと性能は向上し、パーソナルコンピューター、ワークステーション、サーバーへと応用の幅が広がりました。

マイクロプロセッサの進化とともに、メモリチップ（DRAMやフラッシュメモリ）や各種ロジックIC、通信用の半導体なども高度化していきます。半導体はもはや単なる部品ではなく、「情報社会を動かすインフラ」として、コンピューター、通信、家電、自動車産業を巻き込みながら急速に存在感を高めていきました。

日本とアジアの興隆、そして地政学の主役となった現在

半導体が巨大産業として立ち上がるなかで、日本は1970〜80年代に世界のトップランナーの一つとなりました。日本企業は高い製造技術と品質管理能力、官民一体の研究開発プロジェクトを背景に、DRAMなどのメモリ分野で圧倒的なシェアを獲得していきます。VLSI（超大規模集積回路）プロジェクトなどの国家的な取り組みもあり、日本製半導体は「高品質で壊れない」電子機器の象徴となりました。

しかし、日本の成功はアメリカとの摩擦も生みました。1980年代後半には日米半導体摩擦が激化し、不公正な貿易や dumping が問題視されます。これを背景に、メモリ中心のビジネスモデルに偏っていた日本の半導体産業は、1990年代以降、価格競争や為替変動、需要の変化に直面し、徐々に存在感を低下させていきました。一方で、日本企業は製造装置や材料、検査機器など、「半導体をつくるための半導体周辺産業」で世界的な強みを維持していくことになります。

同じ頃、台湾や韓国が急速に台頭します。台湾では「ファウンドリ」と呼ばれる受託製造に特化した企業モデルが発展し、設計はするが工場を持たない「ファブレス企業」との分業体制が整いました。TSMCなどのファウンドリ企業は、世界中の設計会社から受注してチップを製造し、半導体供給網の中核に成長します。韓国勢はメモリで世界シェアを伸ばし、スマートフォンや家電とのシナジーも活かしながら巨大プレイヤーとなっていきました。

21世紀に入ると、半導体の需要はさらに拡大します。スマートフォンの普及、データセンターとクラウドの拡大、AIや機械学習のブーム、電気自動車や自動運転、IoTデバイスなど、あらゆる領域で半導体が必要不可欠になりました。とくにAI向けのGPUや専用アクセラレータは膨大な演算能力を要求し、最先端プロセスで製造される高性能チップが戦略的資源として扱われるようになっています。

その一方で、トランジスタの微細化は物理的な限界に近づきつつあり、従来の延長線上のスケーリングだけでは性能向上を続けることが難しくなってきました。このため、3次元構造のトランジスタやチップレットと呼ばれる分割チップの統合、特殊用途向けアーキテクチャ、先進パッケージング技術など、新たなアプローチが模索されています。

今日、半導体は単なる産業を超え、国家安全保障や地政学の中心的テーマにもなっています。供給網の一部が止まるだけで、自動車からゲーム機、スマートフォンに至るまで世界中の生産が滞ることが、パンデミック時の「半導体不足」で広く認識されました。各国政府は、自国に半導体製造拠点を誘致し、研究開発支援や補助金を通じて「チップ戦略」を打ち出しています。

このように、半導体の歴史は、単にトランジスタや集積回路の技術的進歩の歴史であるだけでなく、産業構造の変化、国際政治、そして私たちの日常生活のあり方そのものと深く結びついています。真空管の時代から始まった「電子を制御する技術」の探求は、半導体チップという形で私たちの手のひらやポケットの中に収まり、いまもなお、次の世代のコンピューティングと社会の姿を形づくり続けているのです。

앤트로픽은 오퍼스 4.5 출시와 함께 클로드 개발자 플랫폼(Claude Developer Platform)과 클로드 코드(Claude Code), 소비자용 앱도 대규모로 업데이트했다. 장시간 구동되는 에이전트를 지원하는 신규 도구가 추가됐으며, 클로드를 엑셀·크롬·데스크톱 환경에서 활용하는 방식도 한층 확장됐다. 클로드 앱에서는 긴 대화가 중간에 끊기지 않도록 문맥 관리 기능이 강화됐다.

앤트로픽에 따르면 클로드 개발자 플랫폼에 새롭게 도입된 기능을 통해 모델 활용 효율이 크게 향상됐다. 오퍼스 4.5는 문제 해결 과정에서 불필요한 탐색이나 중복 추론을 줄이며, 이전 모델 대비 훨씬 적은 토큰으로 더 나은 결과를 도출한다.

또한, 이번 업데이트에서는 작업 유형에 따라 개발자가 원하는 균형점을 직접 선택할 수 있도록 ‘에포트(effort)’ 파라미터를 API에 새롭게 도입했다. 이를 통해 처리 속도·비용 최소화 또는 모델 역량 극대화 중 상황에 맞는 최적의 옵션을 선택할 수 있다. 중간 수준의 에포트 설정만으로도 오퍼스 4.5는 ‘SWE-벤치 베리파이드(SWE-bench Verified)’ 벤치마크에서 소네트 4.5와 동일한 최고 성능을 기록하면서, 출력 토큰은 76% 감소했다. 최고 에포트 수준에서는 소네트 4.5 대비 성능이 4.3% 포인트 향상되면서 토큰 사용량은 48% 줄었다.

앤트로픽은 향후 개발자 플랫폼을 더욱 모듈화하고 확장성 있게 발전시켜, 효율성·도구 활용·컨텍스트 관리 등 다양한 요소를 개발자가 직접 조합해 필요한 시스템을 구축할 수 있도록 지원할 계획이라고 밝혔다.

아마존웹서비스(AWS)가 새로운 마크다운 기반 형식인 ‘에이전트 SOPs(Agent SOPs)’를 오픈소스로 공개했다. 이 형식은 AI 에이전트를 보다 쉽게 구축할 수 있도록 설계됐으며, 이전에 AWS가 시도했던 모델 기반 에이전트 개발 방식의 한계를 보완하려는 목적이 있다.

AWS를 포함한 주요 클라우드 업체와 벤더는 기업이 실제 환경에서 에이전트를 빠르게 확장할 수 있는 방법으로 LLM 기반 개발 방식을 적극적으로 제시해왔다. 이는 개발자가 워크플로우를 정의하기 위해 수백 줄의 맞춤 코드를 직접 작성하던 기존 방식과 달리, LLM의 추론 능력을 활용해 에이전트가 따라야 할 워크플로우를 자동 생성할 수 있다는 점에서 속도와 효율을 높인다는 평가를 받았다.

올해 초 AWS는 내부에서 LLM 기반 에이전트를 개발할 때 사용하던 키트(SDK)인 ‘스트랜드 에이전트(Strands Agents)’를 오픈소스로 공개한 바 있다. 그러나 개발자들에 따르면, 스트랜드 에이전트를 내부적으로 활용하는 과정에서 구축한 에이전트를 실제 환경에 배포할 때 일부 문제가 발생한 것으로 나타났다.

AWS는 모델 기반 추론에 의존하는 해당 SDK가 실제 환경에 투입되면 예측하기 어려운 결과를 만들어내는 경우가 많았다고 밝혔다. 이로 인해 출력 결과가 들쭉날쭉해지거나 에이전트가 지침을 잘못 해석하는 문제가 발생했고, 프롬프트를 지속적으로 손봐야 하는 유지보수 부담도 뒤따랐다. AWS는 이런 문제들이 에이전트 개발을 대규모로 확장하는 데 걸림돌이 됐다고 전했다.

이 같은 한계를 피하면서도 복잡한 맞춤 코드를 직접 작성하지 않기 위한 대안으로 AWS가 내놓은 것이 ‘에이전트 SOP(Standard Operating Procedures)’다. SOP는 자연어로 작성된 표준 운영 절차에 RFC 2119에서 정의한 ‘MUST’, ‘SHOULD’, ‘MAY’와 같은 키워드를 결합해, 개발자가 원하는 워크플로우를 에이전트가 안정적으로 생성하도록 안내한다.

AWS는 SOP에 포함된 지침, 매개변수, 키워드가 일종의 골조 역할을 하며, 에이전트의 사고 과정을 일정한 구조 안에 두도록 만든다고 설명했다. 마크다운 기반 형식은 에이전트가 해석하기 쉬운 구조적 틀을 제공해 예측 불안정성을 줄이는 데 도움을 줄 수 있다. 이를 통해 에이전트가 개발자가 의도한 형태의 워크플로우를 일관되게 생성할 수 있다는 것이다.

AWS에 따르면, 내부 테스트 단계에서 여러 팀이 SOP를 활용해 코드 리뷰, 문서 생성, 사고 대응, 시스템 모니터링 등 다양한 업무를 수행했다. 이 과정에서 복잡한 맞춤 코드를 추가로 작성할 필요도 없었으며, SOP만으로 원하는 워크플로우를 안정적으로 구성할 수 있었다.

AWS는 이런 내부 성과를 기반으로 에이전트 SOP의 코드와 저장소를 깃허브(GitHub)에 공개했다. 이제 외부 개발자들도 동일한 패턴을 사용례에 맞게 적용할 수 있다.

AWS는 SOP가 여러 LLM, 바이브 코딩 플랫폼, 다양한 에이전트 프레임워크와 호환되는 마크다운 형식을 기반으로 하기 때문에 도입 과정 역시 수월하다고 설명했다.

AWS는 블로그 게시글에서 “스트랜드 같은 에이전트 프레임워크는 SOP를 시스템 프롬프트로 삽입할 수 있고, 키로(Kiro)와 커서(Cursor) 같은 개발 도구는 구조화된 워크플로우에 SOP를 활용할 수 있으며, 클로드(Claude)와 GPT-4 같은 AI 모델은 SOP를 직접 실행할 수 있다”라고 설명했다.

또한 AWS는 SOP를 서로 연결해 복잡한 다단계 워크플로우도 실행할 수 있다고 설명했다.
