What Microsoft has learned about housing, and why it’s urging the state to unlock commercial land

A bill to open up strip malls, big-box stores, and other commercial land for housing development across Washington state gets its first hearing today, with what might seem an unlikely supporter: Microsoft.

The tech giant is urging lawmakers to pass SB 6026, which would flip the default setting on commercial zoning: instead of requiring developers to seek permission for housing on commercial land, cities of more than 30,000 people would have to allow it in qualifying areas.

In other words, no more lengthy battles to turn half-empty strip malls into apartments.

It’s one piece of a broader strategy that Microsoft is laying out after more than five years and $750 million invested in affordable housing across the region, mostly in the form of a revolving loan fund. In a report released this week, the company makes the case that Washington’s housing crisis is solvable, but only if policymakers treat it as a systemic problem rather than a collection of isolated issues.Β 

The report draws on lessons learned from Microsoft’s housing investments, which the company says are on track to create or preserve more than 16,000 affordable homes so far across King County and the broader region.

β€œWe greatly underestimated the size, scope, and complexity of the problem,” acknowledged Jane Broom, senior director of Microsoft Philanthropies, in an interview with GeekWire this week. β€œWe didn’t quite realize the interconnectedness of the housing sector, from shelter space to low-income housing to workforce housing to market-rate housing.”

She explained, β€œIf you underperform in one of those areas, it greatly impacts the whole.”

Why does Microsoft care about housing? Broom said it comes down to economic opportunity and quality of life. Housing affordability has risen to become the top concern among Washington voters, she said, threatening the state’s ability to attract and retain workers.

Broom pointed to anecdotes about school teachers and essential workers commuting 90 minutes each way because they can’t afford to live closer, and young professionals leaving the region entirely because they can’t find affordable housing.

Microsoft added housing to its portfolio of community investments in 2019, alongside longstanding commitments to education, transportation, and arts and culture. The company’s report this week lays out a four-point plan based on its lessons learned:

  • Unlock more land for housing, especially underused commercial property like strip malls and big-box stores, by making residential development the default in commercial zones.
  • Fix the permitting process to make it faster and more predictable, removing unnecessary delays that add costs and drive developers out of the market.
  • Lower construction costs through innovation in materials and methods, expanded tax incentives, and use of AI to streamline regulatory compliance.
  • Build long-term public-private partnerships with clear accountability, leveraging private and philanthropic capital alongside public investment.

Another long-term opportunity mentioned in the report is AI. Broom said Microsoft is working with tech companies that serve municipal governments to integrate AI into permitting systems, helping to sort through complex building codes and regulatory requirements more quickly.

Some developers are already experimenting with the technology, she said, uploading building codes and municipal regulations to AI systems that can automatically flag whether a proposed design will comply, or how to optimize plans for housing affordability.

Microsoft isn’t the only local tech giant addressing the housing crisis. Amazon has committed more than $3.6 billion to affordable housing through its Housing Equity Fund, with more than $780 million directed toward the Seattle area since 2021.Β 

The two companies have taken different approaches. Microsoft has focused primarily on the Eastside and middle-income housing, while Amazon has pursued project-by-project investments targeting lower-income households.

However, they are often on the same page on housing policy, Broom said.

β€œThematically, we’ve always been aligned and supportive,” she said. β€œThis is really hard and complicated, and this state is making it much more difficult than it really needs to be.”

β€” Lisa Qian is the first AI Officer for the City of Seattle.

β€œThis strategic leadership position is designed to ensure Seattle harnesses the transformative potential of artificial intelligence while upholding the city’s values and commitment to responsible technology use,” the Seattle Information Technology Department stated on LinkedIn.

Seattle is vying to establish itself as an AI heavyweight, touting the contributions of Amazon and Microsoft, smaller companies and startups, and the University of Washington, among others. In March, the city launched β€œAI House,” a first-in-the-nation hub designed to bring entrepreneurs, investors, students and community leaders together to propel the field.

Before this role, Qian was at LinkedIn where she served as a senior manager of data science. Past jobs include leadership positions at Seattle logistic company Convoy and at Airbnb.

β€œAs a proud Seattle resident, I’m excited to apply my experience building responsible data science and AI systems toward work that directly benefits our community,” Qian said on LinkedIn.

β€” Microsoft has recruited a longtime media leader for its AI news product: Julia Beizer, current chief operating officer at Bloomberg Media. Adweek broke the news.

Beizer will report to Microsoft AI CEO Mustafa Suleyman, Adweek states, and will work on products including its Copilot Daily news round up and Publisher Content Marketplace, which pays publishers for content that’s used by AI products. (The New York Times sued OpenAI and Microsoft two years ago, alleging they illegally used the media outlet’s content to train its AI.)

Beizer has been with Bloomberg for eight years, helping drive subscriber growth with a focus on marketing, user experience and customer insights. She previously worked at HuffPost and was with The Washington Post for more than a decade.

β€” Seattle’s DexCare announced Rakshay Jain as its new chief product officer.

Dexcare’s software platform helps healthcare providers manage their system’s capacity and schedule appointments. The startup launched at Providence, spinning out from the healthcare network’s digital innovation group in 2021.

β€œWhat drew me to DexCare is that this team isn’t trying to replace systems already in use, but connect them, and create the navigational intelligence that guides where, when, and how patients access care, no matter where they enter the system,” Jain said in a statement.

Jain joins the company from Innovaccer, a Bay Area company providing software for managing healthcare data. He will work remotely from California.

Ensure you have the best ingredients

The most important step in any meal preparation is to ensure you have good quality ingredients. At the grocery store, you should be able to pick up any extras you want to try also, such as paprika, garlic powder, kosher salt and BBQ sauce, as well as staple ingredients like brown sugar. Β 

Pre-prepare the beef

To prepare the beef brisket, place it on a cutting board and start by trimming off any excess fat on the fat side with a carving knife, and remove the silver skin from underneath it.Β 

Like many beef dishes, you don’t need to worry too much about adding a dizzying array of seasoning ingredients. Place the brisket in a roasting pan and add a generous sprinkle of black pepper and salt – coated with olive oil to seal them in.Β You can, of course, add garlic powder or kosher salt if you so desire, and mix it in a small bowl before adding to your brisket.

You can also look into creating or even buying in a brisket rub that will have all the seasoning you need for a more restaurant-style quality of smoked brisket recipe.

On the other hand, you could invest in a dry rub that you can purchase from places like Amazon to ensure you create the best brisket for you and your family without venturing out to the grocery store. On Amazon, you can even find ingredients such as apple cider vinegar, hickory, onion powder, and wood chips for however you are smoking your wrapped brisket.

This is the easy part. When you are satisfied that your brisket is cooked properly, take it out and carve it in on your cutting board.Β 

For those feeling adventurous, you can always create a red wine gravy to pour over your meal. To do this, pour the juices from the brisket into a pan and combine them with a healthy dose of your favorite red wine.Β 

Cook until half of the liquid volume has burned away, and then add butter and, if you have a sweet tooth, honey or brown sugar.Β 

Keep frying it until the liquid is thick and, well, gravy-like. You can then smother it over the brisket for extra flavor or use it as a sauce for the whole meal.Β

Make sure you choose the right cut of catfish

Given the high heat, the fish will fry quickly with the skillet lid closed (usually taking around three to four minutes on each side) to provide a golden brown crust.

Once the catfish is fried, you are ready to serve it with a much-improved flavor.Β Be sure to have paper towels handy for any oil or seasoning you spill!

Indeed, to add an extra zing to the catfish recipe, you could drizzle lemon juice and accompany with tartar sauce or even hot sauce . Β Β 

Another staple catfish dish is catfish creole, which can be prepared using a Dutch oven. This makes a good alternative to fried catfish, especially if you are looking for a lighter meal.

Try fried catfish with delicious hush puppy or collard greens as sides

Of course, as with any great meal, you can always make the fried catfish far better by combining it with some delicious sides, which both complement the existing flavor and give the dish more depth.

For example, you could easily prepare hush puppies alongside the catfish, given that they will both be fried and battered. If you are thinking of incorporating hot sauce, this is a good side to dip in it.

Alternatively, you could prepare collard greens, a southern staple, that pair incredibly well with a fried fish dish.Β
