최근 랜섬웨어를 비롯한 사이버 공격이 기업의 핵심 리스크로 부상하고 있다. 공격의 빈도와 정교함이 높아지면서 침입 차단에만 의존한 기존 보안 체계의 한계가 지적되고 있다. 이에 따라 공격 발생 후 얼마나 신속하게 탐지하고 복구하느냐가 비즈니스 연속성 확보의 핵심 요소로 떠오르고 있다.

이커머스 업체 쿠팡이 29일 발표한 입장문에 따르면, 회사는 11월 18일 약 4,500개 계정의 개인정보 무단 노출을 확인하고 경찰청, 한국인터넷진흥원, 개인정보보호위원회에 신고했다. 이후 조사 과정에서 피해 규모가 약 3,370만 개 계정으로 확대된 것으로 확인됐다.

유출된 정보는 이름, 이메일 주소, 배송지 주소록(입력 이름, 전화번호, 주소), 일부 주문정보다. 쿠팡 측은 결제 정보, 신용카드 번호, 로그인 정보는 포함되지 않았다고 밝혔다. 2025년 6월 24일부터 해외 서버를 통해 무단 접근이 이루어진 것으로 추정하고 있다. 또한 침해 원인에 대해 현재 관련 당국과 협력하여 조사를 진행 중라고 언급했다.

과학기술정보통신부, 서울경찰청 등 관계 기관은 11월 19일 침해사고 신고와 11월 20일 개인정보 유출 신고를 접수한 뒤 현장 조사를 실시했다. 조사 결과, 공격자가 쿠팡 서버의 인증 취약점을 악용해 정상적인 로그인 절차를 거치지 않고 고객 정보를 유출한 것으로 확인됐다.

정부는 11월 30일부터 민관합동조사단을 가동하고 있으며, 개인정보보호위원회는 쿠팡이 개인정보 보호 관련 안전조치 의무(접근통제, 접근권한 관리, 암호화 등)를 위반했는지 조사 중이다. ‘한국의 아마존’으로 불릴 만큼 많은 사용자가 이용하는 서비스인 만큼 11월 29일에는 바로 2차 피해 방지를 위한 대국민 보안 공지를 진행하기도 했다. 또한 11월 30일부터 3개월간 인터넷상 개인정보 유출 및 불법 유통 점검 강화 기간으로 운영한다.

한편 국회 과학기술정보방송통신위원회 최민희 위원장은 30일 보도자료를 통해 이번 사고의 구체적인 원인을 분석한 결과를 공개했다. 쿠팡으로부터 받은 자료에 따르면, 쿠팡은 토큰 서명키 유효 인증기간에 대해 “5~10년으로 설정하는 사례가 많다”라며 “로테이션 기간이 길고, 키 종류에 따라 매우 다양하다”고 답변한 것으로 전해졌다.

최 위원장 측은 이번 사고를 출입 시스템에 비유해 설명했다. 로그인에 필요한 ‘토큰’이 일회용 출입증이라면, ‘서명키’는 출입증을 발급하는 인증 도장과 같다. 출입증이 있어도 인증 도장이 없으면 출입할 수 없지만, 서명키를 장기간 방치할 경우 지속적으로 악용될 수 있다는 것이다.

최민희 의원실이 확인한 결과, 쿠팡의 로그인 시스템에서는 토큰이 생성 후 즉시 폐기되도록 설계되어 있으나, 토큰 생성에 필요한 서명 정보가 담당 직원 퇴사 시 삭제되거나 갱신되지 않고 방치되어 내부 직원에 의해 악용된 것으로 파악됐다.

최민희 위원장은 보도자료를 통해 “서명키 갱신은 가장 기본적인 내부 보안 절차임에도 쿠팡은 이를 지키지 않았다”라며 “장기 유효 인증키를 방치한 것은 단순한 내부 직원의 일탈이 아니라, 인증체계를 방치한 쿠팡의 조직적·구조적 문제의 결과”라고 밝혔다.

침해 사실 안내문과 별도로 박대준 쿠팡 대표이사는 30일 별도의 입장문을 통해 “국민 여러분께 큰 불편과 걱정을 끼쳐드려 진심으로 사과드린다”라며“쿠팡은 과학기술정보통신부, 개인정보보호위원회, 한국인터넷진흥원, 경찰청 등 민관합동조사단과 긴밀히 협력하여 추가적인 피해 예방을 위해 최선을 다하겠다”라고 밝혔다.

오픈AI와 분석 파트너사 믹스패널은 공동 성명을 통해 시스템이 해킹을 당하면서 API 포털 고객 프로필 정보가 유출되는 중대한 보안 사고를 겪었다고 밝혔다.

믹스패널 CEO 젠 테일러는 “11월 8일 스미싱 공격을 탐지하고 즉시 사고 대응 절차를 가동했다”라고 밝혔다.

스미싱은 특정 직원을 대상으로 한 문자메시지 피싱 공격 방식으로, 일반적인 기업 보안 통제를 우회할 수 있어 공격자들이 자주 활용한다. 이번 공격으로 해커는 믹스패널 시스템에 접근해 오픈AI 플랫폼(platform.openai.com) 계정 프로필과 관련된 다양한 메타데이터를 탈취했다. 구체적인 데이터는 다음과 같다.

• API 계정 생성 시 오픈AI에 제공된 이름
• API 계정에 연결된 이메일 주소
• 사용자 브라우저 기반의 대략적 위치 정보(도시·주·국가)
• API 계정에 접속할 때 사용된 운영체제와 브라우저 정보
• 유입 경로가 된 웹사이트
• API 계정과 연계된 조직 ID 또는 사용자 ID

테일러는 “영향을 받은 모든 고객에게 선제적으로 연락했다. 직접 연락을 받지 않았다면 이번 사고와 무관한 것으로 보면 된다”라고 전했다.

오픈AI는 별도 공지를 통해 믹스패널이 영향받은 고객 데이터셋을 25일 전달했다고 밝혔다. 오픈AI는 이를 검토한 뒤 믹스패널 사용을 중단했으며, 이 조치는 사실상 영구 사용 중단을 의미할 수 있다.

오픈AI는 이번 사건이 오픈AI 플랫폼 계정을 이용하는 일부 고객에게만 영향을 미치며, 챗GPT를 포함한 다른 제품 사용자는 해당되지 않는다고 설명했다.

오픈AI는 “현재 영향받은 조직과 관리자, 사용자에게 개별적으로 통지하는 절차를 진행하고 있다. 믹스패널 환경 외부 시스템이나 데이터에서 이상 징후는 확인되지 않았지만 악용 가능성을 면밀히 모니터링하고 있다”라고 밝혔다.

또한 “이는 오픈AI 시스템 자체 침해 사건이 아니다. 대화 내용, API 요청 및 사용 데이터, 비밀번호, 자격증명, API 키, 결제 정보, 정부 발급 신분증 등은 어떤 형태로도 유출되거나 노출되지 않았다”라고 전했다.

고객의 대응 방법

이번 사건과 관련해 우려할 지점은 크게 3가지다. 어떤 오픈AI API 사용자가 영향을 받았는지, 유출된 정보가 공격자에게 어떻게 악용될 수 있는지, 그리고 API 키나 계정 자격 증명 같은 더 민감한 정보가 위험에 처했을 가능성이 있는지다.

양사는 유출 사고 영향을 받는 사용자에게 직접 연락했다고만 밝혔으며, 구체적으로 몇 명이 영향을 받았는지는 공개하지 않았다. 오픈AI는 추가 문의를 위한 전용 이메일(mixpanelincident@openai.com)을 마련했으며, 믹스패널도 동일한 목적의 이메일 주소(support@mixpanel.com)를 운영 중이다.

다만 수십 년간 반복돼 온 데이터 유출 사례를 고려했을 때, 전체 피해 규모가 제대로 파악되지 못했을 가능성도 있다. 따라서 연락을 받지 않은 API 사용자 역시 영향을 받은 고객과 동일한 수준의 보안 점검을 실시하는 편이 안전하다.

오픈AI는 유출된 이메일 주소를 노린 피싱 공격 가능성이 있다고 경고하며, 오픈AI 도메인에서 보낸 것으로 보이는 메시지가 진짜인지 반드시 확인해야 한다고 강조했다. 또한 다단계 인증(MFA)을 활성화할 것을 권고했다.

피싱은 일반적인 보안 위협처럼 들릴 수 있지만, API 연결 환경에서는 리스크가 한층 심화될 수 있다. 과금 알림, 쿼터 초과 경고, 의심스러운 로그인 알림 등으로 가장한 더 정교한 피싱 공격이 가능하기 때문이다.

오픈AI는 공격자가 데이터를 탈취하거나 서비스를 악용하는 데 사용할 수 있는 계정 자격 증명이나 API 키를 회전하거나 재설정할 필요는 없다고 설명했다. 그럼에도 신중한 개발자라면 리스크를 완전히 제거하기 위해 스스로 인증 정보를 변경·재설정할 가능성이 높다.

이번 사고 이후 OX시큐리티(Ox Security), 데브커뮤니티(Dev Community) 등 API·AI 보안 분야 조직들은 보다 구체적인 대응 권고안을 잇달아 내놓고 있다.

훨씬 넓은 공격 표면

오픈AI는 믹스패널과 같은 외부 분석 플랫폼을 활용해, 고객이 API로 모델과 어떻게 상호 작용하는지 추적한다. 여기에는 어떤 모델을 선택했는지, 접속 위치나 이메일처럼 앞서 언급된 기본 메타데이터가 포함된다. 반면 브라우저에서 모델로 전송되는 챗봇 대화 내용 같은 ‘페이로드’ 정보는 암호화돼 있어 수집되지 않는다.

이번 사고는 주 플랫폼의 보안만으로는 전체 위험을 막기 어렵다는 점을 보여준다. 최근 세일즈포스 고객 중 일부가 파트너사 세일즈로프트(Salesloft)에서 발생한 데이터 유출로 피해를 본 사례처럼, 외부 협력사가 종종 예상치 못한 취약 지점이 될 수 있다.

AI 플랫폼이 노출하는 공격 표면은 겉으로 보이는 것보다 훨씬 넓다. 이는 기업이 성급하게 도입을 결정하기 전에 반드시 점검해야 할 보안·거버넌스 과제로 떠오르고 있다.

신규 공격자 증가와 기존 랜섬웨어 기업 간 협력 관계가 랜섬웨어 공격 증가의 주요 배경이라는 분석이 제기됐다. 연말 휴가 시즌을 앞두고 공격이 더 확대될 것으로 전망된다.

가을철 악성 활동 증가 흐름과 랜섬웨어 기업 간 연합이 겹치면서, 9월 대비 10월 공격 건수가 41% 증가했다. NCC 그룹(NCC Group)에 따르면 칠린(Qilin)이 10월 전체 594건 중 170건(29%)을 기록하며 가장 활발한 랜섬웨어 기업으로 나타났다.

시노비(Sinobi)와 아키라(Akira)가 뒤를 이어 각각 15% 비중을 기록하며 2025년 10월 활동량 상위 세 기업을 형성했다.

이번 증가세는 4~8월 동안 비교적 안정적이던 공격 건수 추세를 벗어나는 변화다. 4~6월 사이에는 오히려 감소 흐름도 있었다. 북반구 여름이 끝나는 시점부터 공격이 다시 증가하기 시작하며, 9월에는 전월 대비 28% 증가했다. NCC 그룹은 이 상승세가 10월 공격 급증으로 이어졌다고 분석했다.

10월 증가세는 연말이 전통적으로 사이버 범죄 활동이 가장 활발한 시기라는 점을 보여준다. NCC 그룹은 “4분기는 블랙프라이데이, 사이버먼데이, 크리스마스 등으로 소비 지출이 정점을 찍으며 사이버 위협 행위자에게 공격 기회가 가장 많은 시기”라고 설명했다.

NCC 그룹의 통계는 각 랜섬웨어 기업이 운영하는 정보 유출 사이트를 모니터링한 결과다. 10월 594건 중 산업 부문이 28%(167건)으로 가장 많은 피해를 입었다. 소비재 부문(자동차·유통·레저 포함)은 124건, 헬스케어 부문은 64건이었다.

지역별로는 북미가 전체 공격의 62%를 차지해 피해가 가장 컸고, 유럽이 17%, 아시아가 9%로 뒤를 이었다.

가이드포인트 시큐리티(Guidepoint Security)의 연간 조사에 따르면 활성 랜섬웨어 기업 수는 전년 대비 57% 증가했다. 동시에 피해자 수는 2024년 4분기 이후 분기당 약 1,500~1,600건 수준에서 유지되고 있다.

랜섬웨어 기업 간 연합 : ‘악의 축’ 형성

10월 랜섬웨어 공격 증가에는 신규 기업 등장과 더불어 기존 기업 간 연합이 중요한 역할을 했다. 예를 들어, 새롭게 재출범한 록빗(LockBit) 5.0은 드래곤포스(DragonForce)와 칠린(Qilin) 등 주요 랜섬웨어-서비스(RaaS) 기업과 연대했다. 이 연합은 공격 도구, 인프라, 전술 공유를 통해 공격 효율을 높인다.

NCC 그룹은 “록빗·드래곤포스·칠린 연합은 기술 전문성·자원·인프라가 결합된 대규모 랜섬웨어 네트워크를 형성하며, 기업과 수사기관의 대응을 복잡하게 만든다”라고 분석했다.

아직 연합 공격 사례는 공식 확인되지 않았지만, 이 같은 느슨한 협력 구조는 제휴 공격자를 끌어들이는 수단으로 활용될 가능성이 크다.

NCC 그룹은 “이 파트너십은 2024년 법 집행 교란 이후 록빗의 명성을 회복하고, 제휴 공격자에게 여전히 영향력 있고 운영 능력을 갖춘 기업임을 보여주려는 목적도 있다”라고 덧붙였다.

한편 신규 기업 더 젠틀멘(The Gentlemen)은 헬스케어·금융 서비스·IT 기업 등을 대상으로 21건의 공격을 주장하며 위협 지형에 등장했다.

NCC 그룹은 “최근 랜섬웨어 기업과 변종이 증가하는 주요 배경은 사이버 범죄 진입 장벽이 크게 낮아졌기 때문이다. 랜섬웨어 빌더가 유출·배포되면서 기술 수준이 낮은 공격자도 충분한 공격 능력을 확보하게 됐다”라고 분석했다.

법 집행 노린 랜섬웨어 기업의 전술 변화

래피드7(Rapid7)의 최신 분기 조사에 따르면 최근 결성된 연합이 랜섬웨어 활동 증가를 이끄는 가운데, 정교한 갈취 방식, 이중 갈취, 제로데이 활용 등 전술 혁신도 공격 증가의 원인으로 나타났다.

이번 분기에는 활성 랜섬웨어 기업이 88개로, 2분기 65개·1분기 76개에서 증가했다. 변화 속도가 매우 빠른 위협 환경이 확인된 셈이다.

래피드7은 칠린, 세이프페이(SafePay), 월드릭스(WorldLeaks) 등이 비즈니스 서비스·제조·헬스케어 산업을 집중 공격한 연합의 중심에 있었다고 밝혔다.

이들 기업은 파일리스 공격, 단일 갈취(암호화 없이 데이터만 탈취), 제휴 공격자 지원 서비스(숙련 공격자가 초보 공격자를 위한 금전 협상까지 수행) 등 새로운 전술을 실험하고 있다.

사이버 갈취 대응 기업 코브웨어(Coveware)는 원격 접속 탈취, 피싱·사회공학, 소프트웨어 취약점 악용이 주요 침입 경로이지만 이 경계가 점점 흐려지고 있다고 분석했다.

코브웨어는 “공격자는 직접 계정에 로그인하기보다, 타인을 속여 접근 권한을 생성하게 만드는 방식을 활용한다. SaaS 지원팀 사칭이나 헬프데스크 절차 악용을 통한 OAuth 권한 탈취 사례는 인간 신뢰가 기술 침투 경로로 활용될 수 있음을 보여준다”라고 설명했다.

VPN·클라우드 게이트웨이·SaaS 연동 기반 자격 증명 침해는 여전히 랜섬웨어의 주요 침입 벡터로 작동했다.

코브웨어의 2025년 3분기 조사에서는 아키라(Akira)와 칠린(Qilin)이 가장 활발한 랜섬웨어 변종으로 나타났다. 일부 기업은 데이터 탈취만 수행하는 모델로 전환하는 움직임도 보이고 있다.

보안 점검과 대응 체계 강화 필요

NCC 그룹 위협 인텔리전스 책임자 매트 헐은 올해 200개 이상의 랜섬웨어 변종이 확인됐다고 밝혔다.

헐은 “랜섬웨어 활동이 가속화되고 대형 공격이 경제·운영 전반에 혼란을 초래하는 상황에서 보안 강화가 무엇보다 필요하다. 지금이 보안 체계를 점검하고 사고 대응 계획을 검증해야 할 시점이다”라고 강조했다.

또한 “능동 모니터링, 임직원 보안 인식 제고, 안전한 백업 체계가 연말 위협 증가기에 대비하는 핵심 요소”라고 전했다.
